Hanoi applies social distancing measures under PM’s Directive 16 from 6am on July 24 (22:08 24/07/2021)

HNP - In order to ensure health and safety for people, Chairman of the Hanoi People’s Committee Chu Ngoc Anh signed Directive No.17/CT-UBND, July 23 evening, on implementing stricter social distancing measures throughout the city under the Prime Minister’s Directive 16.

The move aims to respond to the complex development of the COVID-19 pandemic in Hanoi and other localities nationwide and the capital has recorded new community transmission cases without clear sources of infection in recent days, posing huge risks of community transmission if no strict prevention and control measures are taken.
Accordingly, Hanoi will apply strict social distancing measures across the city for 15 days following the Directive 16.
The entire political system and all-level authorities should consider the fight against the pandemic as the top task. All unnecessary meetings are banned.
The competent authorities are ordered to inspect enforcement of the new measures and impose tough punishments on those violating COVID-19 prevention and control rules.
Departments, sectors, district- and commune-level People’s Committees are assigned to announce their hotlines to receive residents' reports about the COVID-19 evolution, and work around the clock to timely deal with urgent issues in any situation.
For the agencies and offices of Hanoi and the central Government based in Hanoi, companies, enterprises and corporations (including foreign-invested companies) must develop arrangements to ensure their staff work online and only go to the offices in case of necessity.
Under the new measures, local residents are asked to stay at home and only go outside in necessary cases like business trips, working at essential businesses (State agencies, factories, essential shops and service providers), buy food and medicines, or emergencies such as medical issues, fires or natural disasters.
The locals have to maintain a distance of two meters in public places, and must not congregate in groups larger than two outside of hospital, workplaces, or schools.
People are also required to submit health declaration forms via website www.tokhaiyte.vn or Ncovi and Bluezone apps. Those who have symptoms such as fever, coughing or difficulty breathing must contact local medical establishments for further instructions.
Non-essential services and businesses must close.
The businesses and services that are still allowed to operate include factories, production facilities, transport projects, construction sites, essential businesses or suppliers (food, medicines, utility, gas and oil, etc.), educational institutions, banks and treasuries along with bank-related and business support activities (such as notaries and attorney offices, registration offices, etc.), securities, post offices, import and export activities, medical examination and treatment, and funeral services.
Production businesses, service establishments, and industrial zones must strictly observe COVID-19 prevention and control measures.
Industrial parks or production plants must register with local authorities (details on the number of workers and experts, their places of residence or accommodation, vehicles transporting them, etc.) and perform regular COVID-19 screening as per health authorities’ guidelines.
Chairpersons of district-level People’s Committees in collaborate with the Hanoi Authority for Industrial Parks and Export Processing Zones, and the Department of Industry and Trade are responsible for ensuring safety and maintaining production activities. 
Agencies, businesses, and groups are requested to actively outline online working or shift work plans.
All public transport services including buses, taxis, contract vehicles and coaches are banned, excluding those in service of pandemic prevention and control and transporting workers and experts.
The municipal authorities requested the State agencies and businesses to work out plans that can ensure smooth,  uninterrupted  transportation of goods and production materials.
