Chairman of the National Assembly Tran Thanh Man on May 18 delivered remarks on Resolution No.66-NQ/TW, issued by the Politburo on April 30, 2025.
The resolution addresses the need for reform in law-making and law enforcement to meet the demands of Vietnam's development in the new era.
Chairman Man emphasized that legal enforcement must be breakthrough, fair, consistent, timely, and closely linked to the legislative process.
In his address, the Chairman focused on three main points: the importance and significance of Resolution 66-NQ/TW, the achievements, shortcomings, and limitations of current legislative and enforcement work, and the core content of the resolution.
He also highlighted key provisions of Resolution 197/2025/QH15, adopted by the National Assembly on May 17, 2025, which introduces special mechanisms and policies to accelerate the implementation of Resolution 66-NQ/TW.
These are complemented by action plans issued by the Party delegations of the National Assembly and the Government.
Chairman Man noted that the adoption of Resolution 66-NQ/TW is a necessary step in Vietnam's renewal process, aimed at improving the quality and effectiveness of law-making and enforcement to support the country's ambition for a strong and prosperous future.
The resolution sets out five guiding principles, notably the assertion that law-making and enforcement are the "breakthrough of breakthroughs" in completing the country's institutional framework.
Legislation must be grounded in real-world needs, selectively adopt global best practices, and transform legal frameworks into a competitive advantage that serves as a strong foundation and driving force for development.
This, in turn, would create space for double-digit economic growth, improve living standards, combat corruption, waste, and negativity, and ensure national defense, security, and foreign affairs.
Chairman Man stressed the need to enhance the effectiveness of legal enforcement, especially through building a culture of law compliance and upholding the rule of law.
He emphasized the vital link between law-making and enforcement, and called for greater investment in policymaking and legislation as a long-term investment in national development.
Resolution 66-NQ/TW outlines seven groups of tasks and solutions, with a key message that building and enforcing laws is a central mission in building a socialist rule-of-law state under the comprehensive and direct leadership of the Party.
A notable point in the resolution is the fundamental shift in legislative thinking. Laws must institutionalize the Party's policies fully and promptly, reflect the nation's overall interests, and prioritize human and civil rights. The legal system must become a competitive edge for Vietnam.
As such, the resolution urges an end to the mindset of "banning what cannot be controlled" and instead encourages innovation and the mobilization of development resources.
Legal regulations must be stable, simple, easy to understand, and centered on the needs of citizens and businesses. The law-making process must be proactive in strategy development and in drawing from international experience to enhance foresight and policy quality.

Chairman Man emphasized the principle that "citizens and businesses are free to do anything not prohibited by law." Legal enforcement must be breakthrough, ensuring fairness, consistency, and timeliness, and closely integrated with legislative development.
The resolution also calls for fostering a public service mindset among officials and civil servants, with a focus on promoting socio-economic development, science and technology, innovation, and digital transformation. Priority should be given to key areas such as food safety, environmental protection, and cybersecurity.
Mass organizations and social groups are encouraged to play an active role in supervising law enforcement and promoting legal awareness.
The resolution stresses the importance of building a culture of law compliance and diversifying policy communication, including the use of digital technology.
It warns against the criminalization of economic and civil relations and the use of administrative measures to resolve economic disputes, in order to preserve fairness and flexibility in the legal system.
Chairman Man also laid out key implementation tasks for the National Assembly and Government.
On May 17, 2025, the National Assembly passed Resolution 197/2025/QH15, which introduces special mechanisms and policies to address bottlenecks in legal reform, especially in financial mechanisms and the availability of high-quality human resources. It also supports digital transformation in the legislative and enforcement sectors.
The Government will issue detailed regulations and guidelines, along with oversight mechanisms to ensure efficiency, transparency, accountability, and the prevention of corruption, waste, and group interests.
In particular, the resolution highlights the promotion of digital technology and transformation as a driver for modernizing the legal system.
Chairman Man concluded that achieving the breakthrough goals set by Resolution 66-NQ/TW will require every agency, organization, and individual official and Party member to take initiative, embrace innovation, and act decisively and effectively.
While the task is challenging, it is also a highly honorable mission. Every entity and individual must translate determination into action by advancing institutional reform, enforcing laws strictly, and fostering innovation.
