The report presented at the conference indicated that in 2024, the department had focused on directing and implementing various crucial tasks and solutions in a timely and decisive manner to promote production, business development, and economic recovery.

Over 70 events and event series were organized to boost industrial development and stimulate domestic demand in the city. Additionally, groundbreaking and construction commenced for 14 industrial clusters, while seven new OCOP product sales points were established, bringing the total number to over 110 across the city.
The proactive and creative efforts in implementing these tasks fostered a positive recovery in industrial production, domestic commerce, and import-export activities throughout 2024. Specifically, the added value of the industrial sector rose by approximately 6.2% compared to 2023, contributing 0.82 percentage points to the city's overall GDP growth of 6.52%, accounting for 12.6% of GRDP.
The service sector's added value increased by 7.14% year-on-year, contributing 4.72 percentage points to the GRDP growth and representing 72.4%. Meanwhile, the Consumer Price Index (CPI) was gradually brought under control, dropping from a 5.12% increase in Q1/2024 to a 4.25% increase for the full year, reflecting significant progress in managing CPI growth for the city.

Hanoi's import-export activities saw a revival in 2024 after a decline in 2023. The city recorded a total import and export turnover of US$60.1 billion, up 11.1% from 2023, surpassing the planned targets. Notably, the Department of Industry and Trade completed 100% of its key tasks outlined in its work program and more than 500 ad hoc tasks assigned by the City Party Committee and People's Committee.
The department also played a proactive role in advising the city government on resolving business obstacles, addressing delays in power project implementation, and accelerating the development of technical infrastructure projects for industrial clusters. It further fostered connections between enterprises in global value chains to boost production, business, and import-export activities.
The department effectively coordinated regional linkages, supported other provinces and cities nationwide in product distribution, and balanced supply and demand to enhance economic cooperation between Hanoi and the rest of the country. Effective programs to stimulate demand and develop e-commerce were also implemented. The department strengthened industrial promotion efforts aligned with the specific needs of local areas and craft villages, helping these villages thrive.
During the conference, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen acknowledged and highly praised the achievements of the city's industry and trade sector in 2024. He also agreed with the 13 key task groups and solutions for 2025 outlined in the department's report.
To meet the objectives set, Quyen urged the department to continue effectively implementing the city's annual theme of "Discipline, Responsibility, Action, Creativity, and Development" in line with its functions, the city's key programs, the 10 key programs of the Party Committee (XVII term), and the city's socio-economic development targets. He emphasized developing key and supporting industries, addressing business challenges, supporting the recovery of production activities, and attracting investments to bring significant industrial projects into operation to enhance production capacity.
The department was also urged to attract investments into seven industrial clusters that have completed infrastructure development. Additionally, efforts were focused on addressing challenges in accelerating infrastructure development in 27 clusters that have broken ground or started construction.
Continued inspections and cooperation with the districts hosting these clusters were recommended to improve operational efficiency across the 70 active industrial clusters.
In the trade sector, the department was tasked with promoting international economic integration, effectively implementing free trade agreements (FTAs), and proposing solutions for sustainable export growth. It was also instructed to assist businesses in distributing goods through foreign channels, develop the domestic market in conjunction with the "Vietnamese People Use Vietnamese Goods" campaign, and stabilize market prices and supplies. Other priorities included preparing for disaster prevention stockpiles and ensuring market stability, with an immediate focus on serving citizens during the 2025 Lunar New Year (Year of the Snake).
The Vice Chairman also urged the department to closely coordinate with the Ministry of Industry and Trade and relevant departments to stabilize operations and restructure the market management force, ensuring regular inspections and maintaining market operations according to regulations.
During the conference, Pham Anh Minh, Chairman of the Hanoi Industry and Trade Union, launched the department's 2025 emulation movement.
