Hanoi will spend nearly VND382 billion (US$14.7 million) to present gifts to individuals under the policy for those who rendered meritorious services to the nation.
The gifts will be given on the occasion of the 50th anniversary of the Liberation of the South and National Reunification and the 80th anniversary of the National Day of the Socialist Republic of Vietnam.
The decision was approved by the Hanoi People's Council on April 29.
According to the plan, nearly VND193 billion ($7.4 million) will be allocated for the 50th anniversary of the Liberation of the South (April 30, 1975 – April 30, 2025).
Hanoi will give cash gifts of VND5 million ($192.6) per person to Vietnamese Heroic Mothers, revolutionary veterans who joined the movement before January 1, 1945, and those who participated in revolutionary activities between January 1, 1945, and the August Revolution in 1945.
Cash gifts of VND2 million ($77) per person will be given to Heroes of the People's Armed Forces, Labor Heroes during the resistance wars, war invalids, type B invalids, individuals entitled to war invalid policies with a body injury rate of 21% or more, sick soldiers with an injury rate of 41% or more, people who helped the revolution and are receiving monthly allowances, and representatives of martyrs' relatives (such as parents, spouses, children, and caregivers of martyrs).
This also includes those affected by toxic chemicals during wartime, individuals who participated in revolutionary or resistance activities, defended the country, or performed international duties and were imprisoned or exiled by the enemy. Each individual will receive only one gift from the City, even if they qualify under multiple categories.
A cash gift of VND1 million ($38.5) will be given to each person who is responsible for the worship of martyrs (one gift per martyr).
Hanoi will also provide collective gifts worth VND16 million ($616.4) per unit – consisting of a VND1 million ($38.5) gift package and VND15 million ($578) in cash – to organizations such as the city's centers for nurturing and caring for national contributors, the Representative Board of Revolutionary Soldiers Imprisoned by the Enemy, the Association of Victims of Agent Orange, the city's Funeral Service Committee, the management boards of war cemeteries, and the city's center for caring for victims of Agent Orange/dioxin.
Selected individuals will receive gifts from city leaders worth VND6 million ($231) each, including VND5 million ($192.6) in cash and a gift package worth VND1 million ($38.5).
The city is also expected to spend nearly VND189 billion ($7.3 million) on gifts for policy beneficiaries on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025).
For this occasion, those who joined revolutionary movements before January 1, 1945, and those who participated between January 1, 1945, and the August Revolution in 1945 will receive an additional VND3 million ($115.6), raising the total value of their gift to VND5 million ($192.6) each (supplementing the previously approved VND2 million ($77) under Resolution No. 25/2022/NQ-HDND).
Vietnamese Heroic Mothers will receive VND5 million ($192.6) in cash, while Heroes of the People's Armed Forces, Labor Heroes, war invalids, type B invalids, those with injury rates above the specified thresholds, martyrs' relatives, and those affected by toxic chemicals during the war will receive VND2 million ($77) each. As before, each person will receive only one gift from the city.
Worship representatives of martyrs will receive VND1 million ($38.5) each (one per martyr). The collective gift for units and organizations remains VND1 million ($38.5) in a gift package and VND15 million ($578) in cash. Individuals chosen to be honored by city leaders will receive VND5 million ($192.6) in cash and a VND1 million ($38.5) gift package.
At the session, the Hanoi People's Council also approved a resolution on special monthly support policies for national contributors and their family members who are receiving monthly allowances in Hanoi.
The eligible recipients include revolutionary veterans, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes during the resistance wars, war invalids (including type B invalids recognized before December 31, 1993), those entitled to war invalid and sick soldier policies, individuals exposed to toxic chemicals, and those who were imprisoned or exiled during revolutionary activities. Family members eligible include biological parents, spouses, children (biological or adopted), and caregivers of martyrs who are receiving monthly death benefits.
The monthly support amount is set at VND1.5 million ($57.8) per person. If an individual falls into multiple categories, they will receive support for only one category.
The estimated annual budget to implement this policy for about 67,515 beneficiaries is over VND1.2 trillion ($46.8 million). The funding will come from the city's budget according to decentralized spending regulations. For 2025 specifically, the policy will be funded by the city's salary reform resources.
The resolution will take effect from July 1, 2025.
