According to Bach Lien Huong, Director of the Hanoi Department of Culture and Sports, social welfare beneficiaries include people with meritorious service to the nation, vulnerable groups, the elderly, people with disabilities, those in poor health, and individuals with cognitive impairments.

She said the State must provide maximum support to ensure their well-being and quality of life, and noted that consistent social welfare policies from the central to local levels are always treated as a core and prioritized task to improve social security for residents.
The regulation applies to city agencies responsible for disbursing social welfare payments, social welfare beneficiaries currently receiving allowances in Hanoi and those receiving monthly support under the city's special-policy programs.
Based on current rules and practical conditions, the city identified types of covered fees, including NAPAS counter-payment fees for beneficiaries with bank accounts outside the issuing system, ATM cash-withdrawal fees for interbank accounts, annual fees and domestic debit card issuance fees.
Support payments will be transferred directly into the beneficiary's account during each disbursement cycle. The debit-card issuance fee will be supported once at the time the card is issued.

Hanoi currently has about 277,239 beneficiaries registered to receive social welfare payments through bank accounts. This includes 194,033 social protection beneficiaries and 83,206 beneficiaries receiving monthly support under the city's special-policy programs.
Of that number, 73,011 are people with meritorious service receiving benefits under Resolution No. 02/2025/NQ-HDND dated April 29, 2025, and 10,195 individuals receive support under Resolution No. 09/2021/NQ-HDND dated September 23, 2021 and Resolution No. 17/2021/NQ-HDND dated December 8, 2021.
Based on the approved support levels, the estimated cost for implementing the social welfare payment support policy is VND18.9 billion (US$742,000). Funding for the policy will be fully covered by the city budget according to its decentralization framework.
