It is expected that in 3 working days, the Executive Committee of the Hanoi Party Committee will discuss 9 contents, including: Report on the implementation of socio-economic development tasks in 2022 and socio-economic development plan in 2023; Report on assessment of budget execution in 2022, local budget estimates and city-level budget allocation in 2023; The implementation of the City's 2022 public investment plan and the city's 2023 public investment plan; Regulations on decentralization of revenue sources, spending tasks among the City's budget levels, norms of city budget allocation for the period of 2023-2025; Project on management and use of public property of Hanoi; The task of adjusting the master plan on construction of Hanoi to 2030 with a vision to 2050; The inspection and supervision work plan in 2023 of the Hanoi Party Committee; The work program for 2023 of the Executive Committee of the City Party Committee; Report on the situation and results of the implementation of two breakthrough stages of the Resolution of the 17th Congress of the City Party Committee for the 2020-2025 term.
Speaking at the opening of the conference, Secretary of the City Party Committee Dinh Tien Dung emphasized the meaning and importance of the contents discussed at the conference, and at the same time, suggested a number of topics for the delegates to focus on discussing.
Specifically, regarding the socio-economic situation, budget finance, public investment in 2022 and 2023 and the City's 3-year budget financial plan for the period of 2023-2025, the Secretary of the City Party Committee pointed out that in 2022, the City has implemented comprehensively and effectively the Resolutions No. 01/NQ-CP dated January 8, 2022, Resolution No. 128/NQ-CP dated October 11, 2021 of the Government.
Despite the difficult situation, the City has tried to carry out many important and long-term strategic tasks to create a premise for the development of the Capital in the coming period, such as: taking stock of Resolution 11-NQ/TW for the Politburo to issue Resolution No. 15-NQ/TW dated May 5, 2022 on the direction and tasks of developing Hanoi until 2030, with a vision to 2045; amending the Capital Law; mapping out investment plan in 03 areas; drastic implementation of work to implement the Ring Road 4 Project; on decentralization and authorization among agencies and levels of Government under the City.
However, since the socio-economic situation of the entire country and the city is facing many difficulties and challenges; the ability to mobilize resources for development is difficult; it is necessary to adequately recognize and evaluate the situation in order to give the appropriate guidelines, goals, objectives, solutions and decisions for sustainable development in 2023 and the following years.
On that basis, the Secretary of the City Party Committee suggested that the delegates focus on analyzing and evaluating objectively and comprehensively the results of the implementation of the task of socio-economic development, state budget revenue and public investment plan; in which, focusing on evaluating the results of implementation of the theme in 2022 which is "Discipline, responsibility, action, creativity, development"; at the same time, assess the shortcomings, limitations, difficulties and obstacles, such as: disbursement of public investment capital, administrative reform..., pointing out the causes of the shortcomings, limitations, especially subjective causes, to propose solutions to overcome radically.
