On behalf of the city leaders, Hoang Trung Hai expressed his pleasure to receive the Vientiane high-level delegation in Ha Noi. The visit is expected to tighten the special friendship and link Viet Nam - Laos in general and Ha Noi - Vientiane in particular, and contribute to celebrating 55 years of diplomatic ties between the two countries and 40 years of signing Laos - Viet Nam Treaty of Friendship.
He emphasized continuous effort of Ha Noi to nurture the friendship with Lao People's Revolutionary Party and Lao people, as well as Vientiane Party unit, government and people. This is an important part of the city’s foreign policy.
Over the past years, Ha Noi and Vientiane have been increasing cooperation with projects in all fields, especially projects in the fields of health, agriculture and military. In September of 2015, the two sides signed mutual cooperation agreement with priority given to eight fields. Based on the agreement, relevant units of Ha Noi carried out many activities, such as exchanges of high-level and grass root level delegations, assistance to build dormitory of Vientiane School of Politics and Public Administration, survey to open restaurants in two capital cities, experience exchange to build Vientiane Institute for Socio-Economic Research and Development, and assistance to build Traditional House of Vientiane Military Command.
Hoang Trung Hai expressed his pleasure for the flourishing relations and cooperation between the two countries and two capital cities. He also expected for further activities to boost the relations in the future, hence meeting people’s demand, encouraging sustainable development and contributing to growth of the two countries.
For his part, Sinlavong Khoutphaythounne expressed his sincere thanks for Ha Noi’s support, especially for completed and on-going projects in Vientiane which contribute to the city’s development.
On basis of result of cooperation and potentials of the two cities, he expected for further in-depth cooperation in different fields, in particular economy, trade and tourism. He also hoped that Ha Noi would create favorable conditions for import and distribution of Vientiane products in the city, such as sticky rice and beef, build Ha Noi commercial center in Vientiane, promote tourism cooperation and connect tours, and build travel service centers in the two cities.
Furthermore, Vientiane expected to learn experiences of Ha Noi in administration reform, information and technology application, launching of One Stop Shop sections, making of Vientiane Law, and training for teachers of Vientiane School of Politics and Public Administration. Sinlavong Khoutphaythounne invited Secretary of Ha Noi Party Committee Hoang Trung Hai to visit the Lao capital city and join mayor's conference for downstream Mekong River cities in 2018.
On behalf of Ha Noi leaders, Hoang Trung Hai agreed with Vientiane's suggestion for cooperation, and assigned municipal authorities to cooperate with Vientiane’s agencies to realize them.
