The Lao delegation was led by Vice Chairman of the National Assembly Khambay Damlath.
The meeting was attended by Pham Qui Tien, Vice Chairman of the City People's Council, Nguyen Manh Quyen, Vice Chairman of the City People's Committee, representatives of various departments and branches of the City, as well as the Boards and Offices of the National Assembly Delegation and the City Council.
During the meeting, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan expressed his pleasure to welcome the Lao National Assembly Delegation, highlighting the special and unique relationship between Vietnam and Laos. He also highlighted the dedication of the Party Committee, the government and the people of Hanoi to constantly strengthen and develop this relationship, especially with Lao localities, including Vientiane.
Chairman Tuan shared some of the Hanoi People's Council's experience in its operation, emphasizing its important position and function as an elected legislative body that represents the will of the people.
He also noted that the City People's Council has gone through 16 terms, each associated with the historical periods of formation and development of the capital, and that its organization, apparatus, and activities have continuously been consolidated and improved in quality.
The City Council has consistently upheld the principles of "Innovation - Dedication - Science - Efficiency" in carrying out its responsibilities, which have been widely recognized and appreciated by the voters and citizens of the Capital, as well as by the President of the National Assembly and other leaders of the National Assembly, who consider it a shining example and model among the elected bodies of the country.
According to Tuan, the meetings of the People's Council have been marked by a focus on innovation, science, and efficiency, aimed at promoting democracy and the intelligence of the delegates in making decisions on important issues affecting the City.
The resolutions issued by the City Council serve as an important legal basis for the City People's Committee and all levels and sectors to organize and implement the tasks assigned by the Central Committee and the City Party Committee, he added.
Tuan suggested the Council's activities in oversight, questioning, and explaining matters of concern to voters and citizens, as well as the direction and administration of authorities at all levels, have been carried out in a methodical and high-quality manner, with notable results and attracting significant public interest.
Furthermore, the Hanoi People's Council has played an important role in regulating and guiding the operation of the district and commune level People's Council system. Recently, the Party Committee of the City People's Council submitted Project No.15 to the Standing Board of the City Party Committee, which aims to improve the capacity, effectiveness, and efficiency of People's Councils at all levels in Hanoi in the 2021-2026 period. This is in association with the pilot implementation of the urban government model and strengthening the administration of agriculture and rural areas in Hanoi.
According to Chairman of the City People's Council Nguyen Ngoc Tuan, the city is currently completing the dossier and submitting it to the National Assembly for approval of the draft Law on Capital Amendment. This proposal includes a plan to further strengthen the organization, apparatus, and authority of the Capital's Council to suit the actual situation.
During the meeting, Chairman of the city's People's Council Nguyen Ngoc Tuan expressed his best wishes for the delegation's health, happiness and success, as well as for the continuation of solidarity, friendship and cooperation between the two Parties, States and peoples of the two countries. Vice Chairman of the Lao National Assembly Khambay Damlath expressed his satisfaction with the exchanges and participation of the Hanoi People's Council and wished for a continuous and sustainable development of the friendly relationship between Laos and Vietnam.
