The Party and State  delegation included Politburo members: Prime Minister Pham Minh Chinh, National Assembly Chairman Vuong Dinh Hue, Standing Secretary of the Secretariat Vo Van Thuong; former General Secretary Nong Duc Manh; former President Nguyen Xuan Phuc; former National Assembly Chairwoman Nguyen Thi Kim Ngan; Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.

The delegation also comprised  Politburo members, Secretary of the Party Central Committee, Vice Chairman of the National Assembly, Deputy Prime Minister and many leaders of the Party and State, former leaders of the Party and State, leaders of central committees, ministries, branches and mass organizations.

Leaders of Hanoi city joining the delegation were Politburo member, Secretary of the Hanoi Party Committee Dinh Tien Dung; Member of the Party Central Committee, Chairman of the City People's Committee Tran Sy Thanh.

By laying the wreath bearing the phrase "Eternal gratitude to the great President Ho Chi Minh", the leading comrades and former leaders of the Party and State paid tribute to the great merits of President Ho Chi Minh - a genius leader of the Party and Vietnamese people, the great teacher of the revolution, the hero of national liberation, the world cultural celebrity, who devoted his whole life to the independence of the Fatherland and the freedom and happiness of the people, an exemplary international communist combantant and close friend of the nations, those who have been fighting for peace, national independence, democracy and social progress around the world.

Founded and formed by President Ho Chi Minh, over the past 93 years the Communist Party of Vietnam has never stopped growing and maturing. The Party led the people to successfully carry out the August Revolution, establishing the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam; defeat wars of aggression, abolish feudalism and colonialism, complete the cause of national liberation and reunification. The Party has also guided the nation in the process of renovation, building socialism and firmly defending the independence of the country.

Proud of the glorious Party, the great President Ho Chi Minh, every cadre, party member, every Vietnamese citizen in the country, the overseas Vietnamese community have shown solidarity and will to follow the leadership of the Party, building an increasingly pure and strong Party and political system, helping the country to accelerate the industrialization and modernization, international integration, remaining steadfast in the goal of national independence associated with socialism.

On the same day, the delegation laid wreaths and offered incense to commemorate the heroes and martyrs at the Monument to Heroes and Martyrs on Bac Son Street. In a dignified atmosphere, on behalf of all comrades and compatriots, the leaders and former leaders of the Party, State and Hanoi paid tribute to those who have sacrificed their lives and bravely fought for the cause of the struggle for national liberation, for the independence and freedom of the Fatherland, for the happiness of the people.
