Hanoi mobilizes efforts of entire political system in implementing Ring Road No.4 project (19:55 15/03/2023)
The project has a total length of 112.8 km and covers three provinces and cities, including Hanoi, Hung Yen and Bac Ninh. Among them, the Hanoi section is about 58.2 km, the Hung Yen section is about 19.3 km, and the Bac Ninh section is about 25.6 km. The project requires a total investment of VND85,813 billion and is expected to be completed by 2026 with operations starting in 2027.
The project is divided into seven component projects, of which Hanoi is responsible for the implementation of three. These include Component Project 1.1, which covers compensation, support and resettlement, with a total investment of approximately VND13,370 billion; Component Project 2.1, which involves the construction of a road parallel to Hanoi's territory, funded by an equitable investment of approximately VND5,388 billion from the city's budget; and Component Project 3, which involves investment in the construction of the expressway system as a public-private partnership, with a total investment of approximately VND56,536 billion.
The City People's Committee has already approved Component Project 1.1 under Decision No. 1012/QD-UBND dated February 16, 2023, and Component Project 2.1 under Decision No. 1072/QD-UBND dated February 20, 2023. Additionally, the Committee has endorsed the Contractor Selection Plan and will submit a request to the City Council to allocate VND3,840 billion in the 2023 Public Investment Plan, of which VND3,290 billion is intended for Component Project 1.1 and VND550 billion for Component Project 2.1. As for site clearance, progress has been made with 5,448 out of 10,912 graves moved (49.93%) and 314.32 out of 796,766 ha of land approved and requisitioned (39.45%). The total amount approved for Hanoi is over VND2,713 billion.
In the coming time, the Municipal Steering Committee will work with the Ministry of Natural Resources and Environment to review and approve the Environmental Impact Assessment Reports for Component Projects 1.1, 2.1, and 3 before March 20, 2023. The committee also urges the site clearance work to be 70% completed by June 2023, and will coordinate with the Ministry of Planning and Investment and the Ministry of Transportation to review the feasibility study report of Component 3. In conclusion, Mr. Dinh Tien Dung, Secretary of the City Party Committee, acknowledged and appreciated the high level of responsibility and progress in the implementation of the Ring Road 4-Capital Region Investment Project.
\Dinh Tien Dung emphasized that the construction of Ring Road 4-Capital Region in Hanoi is an important national project that requires the participation of the whole political system to ensure synchronization, high responsibility, cooperation and coordination. He stressed the need to avoid mistakes, losses, waste and corruption in the implementation process. Regarding the resettlement plan, the Secretary reiterated that districts must prioritize the goal of providing new homes for resettled households. Compensation and support policies must ensure the legitimate rights and interests of the people and maximize the use of regulations. The process must be objective, transparent and fair to all.
