The report presented by Secretary of Thach That District Party Committee Tran Dinh Canh at the meeting showed that Thach That district has a population of nearly 230,000 people, with 22 communes and 1 town. The district has a favorable geographical position for socio-economic development, with important traffic routes; Hoa Lac Hi-Tech Park, Hanoi National University, Hoa Lac satellite town... The district also has 50 craft villages, in which, there are 9 villages recognized as traditional craft villages, 6 village industrial clusters.
In 2021 and the first 8 months of 2022, Thach That district deployed political tasks in the context of many difficulties and challenges due to the impact of the Covid-19 epidemic, but socio-economic development performance remain positive.
The total production value of all industries in the first 8 months of 2022 of the district reached nearly VND20 trillion, equaling 63.3% of the year plan and increasing by 15.1% over the same period; total state budget revenue reached VND 615.3 billion, equal to 63% of the estimate assigned by the city, up 9% over the same period…
The management of land, environmental resources, and construction order has been focused on by the district and has undergone many changes. Particularly in the first 8 months of 2022, the district has detected and handled 41/43 cases of violations on land management and construction order; at the same time, making plans and organizing payment of compensation and site clearance support for 1,454 households.
To carry out the district’s development tasks in the last months of 2022 and the next period, Secretary of the District Party Committee Thach That proposed the City to soon appraise and approve the district planning task; approve the detailed planning 1/500 of the town of Lien Quan and surrounding areas; allowing the district to implement a number of investment projects, develop industrial clusters and trade and service centers as well as expand and develop residential areas, rural residential areas...
Thach That district also proposed the City to direct and guide the settlement of shortcomings and problems in the decisions on land allocation for the period 2002-2007; speeding up the project of investment, construction, upgrading and expansion of the National Highway 21A project (Xuan Mai - Son Tay); focus more in investing in infrastructure, landscape and auxiliary works of national relic, especially Tay Phuong Pagoda…
Analyzing the overall advantages and disadvantages of Thach That district, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen said that there are few districts with as much potential as Thach That, with three major central projects in the area; there are many industrial clusters of craft villages in operation. However, it also faces with difficulties, especially in land and environmental management. Regarding directions and tasks, Standing Deputy Secretary of the City Party Committee noted that the district needs to closely follow to Resolution 15-NQ/TW of the Politburo to shape the district's development in the coming period. Along with that, focus on solving the shortcomings in land management, especially land expansion; handling environmental pollution in craft villages; pay attention to strengthening the political system, in which there should be a thematic resolution on the development of commune-level cadres…
Concluding the meeting, Secretary of the City Party Committee Dinh Tien Dung noted and highly appreciated the implementation of political tasks of the Party Committee, government and people of Thach That district in 2021 and 8 months of 2022. However, the Secretary of the City Party Committee noted that the district still has many shortcomings that need to be addressed, among them, the economic growth has not been commensurate with its potential and advantages; it has not made a breakthrough in the development of handicraft villages. The work of environmental protection in craft villages and industrial clusters is still inadequate. Land management is still limited, and land allocation is slow. Disbursement of public investment capital is low. The ranking on administrative reform in 2021 is still at the position 28th out of 30 of districts, towns.
The Secretary of the City Party Committee directed the Standing Board of the District Party Committee to uphold the sense of responsibility, focus on overcoming the limitations and shortcomings. In which, it is necessary to learn from the experiences of other localities to improve the effectiveness of leadership and direction; focus on the central issues, the key, out the plate; build schools, medical stations which are standard and that; the remaining ponds and lakes must be embanked for protection; paving village roads, alleys with concrete.
“The results of solving these limitations are the metrics for evaluating district cadres' capacity. I suggest that the Standing Committee of the District Party Committee must have determination and specific solutions, clearly assigning people, tasks, associated with the responsibility of the head to implement. In particular, the first limitation to focus on overcoming is the disbursement of public investment capital,” the city’s party chief noted.
Dung stressed the city would continue to create utmost conditions for Thach That to develop in the coming time.
