Accelerating administrative reform to serve people and businesses (18:59 15/09/2022)

HNP - On September 15, the Government Office held a conference on promoting administrative procedure reform and modernizing the method of direction and administration to serve people and businesses.  

Addressing the opening of the conference, Prime Minister Pham Minh Chinh stated that, in the context of the global situation with many rapid, complicated, unpredictable and unprecedented changes, countries around the world have many different policy responses. In the general world trend of low growth, high inflation, up to this point, Vietnam has maintained high growth and controlled inflation.

The Prime Minister emphasized the requirement in macro management to combine closely, harmoniously, reasonably and effectively between prudent,  flexible, effective monetary policy and expansionary fiscal policy, ensure effectiveness to stabilize the macro-economy, control inflation, promote growth, ensure major balances, stabilize and improve people's lives, political stability, social order and safety, building an independent and self-reliant economy in association with active, proactive and extensive international integration, substantive and effective.

The Prime Minister said that the 13th Party Congress continued to identify administrative reform as one of the important components of the development, in which, focusing on reform administrative procedures, creating a favorable and healthy business and investment environment; focusing on creating a foundation for national digital transformation, step by step developing the digital economy and digital society. The point of view is that people and businesses are both the center, the subject, the goal and the driving force of administrative reform.

At the conference, Minister and Chairman of the Government Office Tran Van Son presented a summary report on administrative procedure reform and modernizing the method of direction and administration to serve people and businesses in 2021 and 8 months of 2022; propose a number of key tasks and solutions for the period 2022-2025.

Regarding administrative procedure reform, in 2021 and 8 months of 2022, 1,758/17,687 regulations related to business activities have been recorded and reviewed in 143 legal documents.

The Prime Minister also approved a plan to reduce and simplify 1,107 business regulations and a decentralization plan  to handle 699/5187 administrative procedures in 100 fields (accounting for 13.47%), thereby helping reduce the hierarchical, intermediate stages, shorten the time to solve administrative procedures.

In addition, the Government also approved a plan to review and simplify 59 administrative procedures/groups of internal administrative procedures in the State administrative system in 12 areas in terms of budget, public investment, land, and road traffic.

Regarding the renovation of administrative procedures implementation to serve people and businesses, up to now, the whole country has established 11,700 one-stop-shop departments at all levels to receive and handle administrative applications, of which 56/63 provinces have established service centers; 53/63 localities have consolidated the public service portal and electronic one-stop information system at ministerial and provincial levels into a single administrative complaint settlement information system. Many localities have upgraded the system to meet digitization requirements and have had initial results.

The National Public Service Portal has connected and been integrated with information systems for handling administrative procedures of ministries, branches and localities. Since its operation until now, the Portal has provided 3,805 online public services, synchronized the status of more than 129.6 million records (an increase of more than 1.8 times compared to the same period in 2021), more than 2.7 million transactions for online payment service (increasing more than 16 times over the same period in 2021). The total amount of online payments through the National Public Service Portal reached more than VND2.8 trillion.

Regarding modernizing the method of direction and administration, 90% of agencies have handled their work in the electronic environment, 70% of leaders at all levels have used personal digital signatures. Up to now, there have been more than 14.2 million electronic documents sent and received between State administrative agencies on the National Document Communication Axis, an average of about 550,000 documents/month, of which 98% of the units sent and received electronic documents at 4 administrative levels.

Speaking at the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh said that in the past time, along with the active and proactive implementation of administrative reform tasks, especially administrative reform, Hanoi focused on promoting the decentralization and authorization in handling administrative procedures for the benefits of the people and businesses.

With that spirit, on September 12, on the basis of the report of the City People's Committee, the Hanoi People's Council approved the city's project on decentralization in the field of state management and authorization in handling administrative procedures. Accordingly, the City has decentralized 10 areas of state management with authorities given to the districts and authorized a number of tasks of the City to grassroots level agencies, ensuring better services for the public.
