The Steering Committee of Project 06 of the Government has selected a number of localities to push ahead with the plan, including Hanoi. The reason is because Hanoi has a large population, the complexity of the composition of residents is equal to many countries in the world.
According to the Deputy Prime Minister, in order to provide online public services, the state agencies must change their working approaches and start with the service with the fewest users to avoid errors when doing other more complex public services, in which, data collection needs to be done drastically.
“It is necessary to officially start the construction of the shared database with priority given to three data groups about citizens, corporate finance and land/resources, "said the Deputy Prime Minister.
Regarding citizen data, the Deputy Prime Minister said that it is necessary to aim at clarifying from blood type, learning process, illness, property after death, among others.
The collection process must be directed from the top down, focusing on the mechanism of getting data and updating data.
Regarding land data, Deputy Prime Minister Vu Duc Dam assessed that this is a rather complicated content. Although the labor group is easier, it is necessary to focus on individuals on wellfare, people with meritorious services, and those who receive Covid-19 financial support. Regarding the medical group, it is necessary to urgently direct the development of electronic medical records, electronic prescriptions....
Emphasizing that data that cannot be connected is like "building floors without foundation", the Deputy Prime Minister asked Hanoi to try its best in carrying out the task before other cities can follow.
Taking notes of the comments from the Deputy Prime Minister, Standing Vice Chairman of the City People's Committee Le Hong Son suggested that right after the meeting, the ministries and branches should issue guidance for public servants in implementing interconnected public services.
Son also proposed the Government to set up a contact at the Government Office to promptly discuss and solve problems arising in the implementation process.
He said that the current volume of birth and death registration applications in the city averaged 450 birth records/day and about 150 death records/day. Therefore, it is recommended that the technical support team promptly handle arising problems, avoiding affecting the processing of citizens' applications; coordinate in information and communication work so that citizens in the area can understand and sympathize if the implementation process has shortcomings during the piloting and completing the process.
Along with that, the City will continue to improve the process in accordance with the law and immediately fix technical problems, avoid affecting the implementation of the procedures of the people and businesses.
Meanwhile, relevant ministries and branches should promptly follow up and coordinate with localities in the implementation process to remove technical problems during implementation, establish a professional support group through the focal point of the Government Office, he said.
