Toward a sustainable, modern agriculture
Known as a locality with full potentials in agricultural development, over the past years, Ha Noi has taken guidelines, policies on deploying hi-tech applications in agriculture, such as: the Resolution No.04/2013/NQ of the Municipal People’s Council on preferential policies for organizations, individuals investing in scientific and technological development, scientists participating in key scientific, technological programs of the capital city; policies on promoting concentrated agricultural production for the 2014-2020, etc. Therefore, along with support policies of the Central, the capital city has had specific policies to attract enterprises to invest in hi-tech agriculture in the area.
In addition, Ha Noi has invested a part of its budget in agricultural production with hi-tech application. Thanks to preferential policies, many units have put new varieties into production; built advanced production models with higher productivity, quality.
After all, the city has 110 hectares of flowers, ornamental plants and 164 hectares of vegetables applied high technology in some steps of production, such as: new varieties, greenhouses, saving irrigation system, use of bio-products, etc.
In breeding sector, several enterprises, farms of cattle, poultry raising have applied high technology in production, such as: regulation systems of temperature, humidity, light, automatic trough system, etc. In aquaculture, many localities have also strengthened micro-biotechnology applications in water environment treatment, water recirculation system to improve productivity and reduce diseases.
The program on developing agriculture with hi-tech applications for the 2016-2020 period is approved by the Municipal People’s Committee. According to the plan, by 2020, the hi-tech agricultural production will reach 35% of the total value. Furthermore, the city planned Hi-Tech Application Agricultural Zone in Yen Nghia Ward (Ha Dong District).
Strategic solutions
To strengthen hi-tech applications in developing agricultural production, Ha Noi will mobilize around VND8,686 billion, in which, VND785 billion is from the budget and the rest is donated by organizations, individuals; set up targets of developing various crops, animals toward hi-tech application, such as 300 hectares of vegetables in eight districts of Hoang Mai, Thanh Tri, Gia Lam, Phuc Tho, Thuong Tin, Hoai Duc, Soc Son, Thach That.
Besides, the city will take advantages, potentials to produce flowers in five districts of Bac Tu Liem, Me Linh, Dan Phuong, Phuc Tho, Hoai Duc, Chuong My as well as enhance livestock with 6 poultry farming areas, 111 farms, 3 seed production facilities, etc.
According to Hoang Thanh Van, Head of the Department of Animal Husbandry under the Ministry of Agriculture and Rural Development, toward a hi-tech agricultural production with high efficiency, Ha Noi should arrange lands for households, enterprises developing hi-tech agriculture as well as offer preferential policies with practical reality to get more efficiency.
