Procedure Dissolving foreign-invested high schools and multi-level general education schools (including high schools).
Process

1. Department of Education and Training receives dossier applying for dissolving foreign-invested high schools, and multi-level general education schools (including high schools) at the One-Stop-Shop section.


2. The Department of Education and Training evaluates the dossier, collect opinions of relevant departments, sectors; If the dossier remains incomplete and needs to be added, the department shall guide the applicant to complete dossier according to the law.


3. Department of Education and Training assumes the prime responsibility and collaborates with relevant departments, sectors to organize interdisciplinary evaluation team.


4. Department of Education and Training gathers opinions, completes the dossier.


5. Department of Education and Training submits dossier to Ha Noi People’s Committee to consider  and make decisions.


6. Ha Noi People’s Committee issues the Decision allowing to dissolve foreign-invested high schools, and multi-level general education schools (including high schools).
Where to submit The dossier can be submitted directly or via postal service to One-Stop-Shop section of the Ha Noi Department of Education and Training (No. 23a Quang Trung Street, Hoan Kiem District, Ha Noi).
Contents and number of the dossier

* Contents of the dossier:


1) Application for dissolving educational institution.


2. Decision on dissolving educational institution.


3. Educational establishments which are forced to dissolve according to the provisions at Point b, Clause 1 of this Article should supplement Decision on terminating operation of state management agencies on education or the judgment or decision of the Court.


* Number of the dossier: 06 (six) sets including 01 (one) main set with red seal.
Processing duration Within 12 working days after receiving complete and valid dossiers: at the Department of Education and Training: 08 (eight) days, at Ha Noi People’s Committee: 04 (four) days.

Other requirements Foreign-invested educational institution shall be dissolved in the following cases: 1. Operation objectives and contents of educational institutions which is no longer suitable to the needs of socio-economic development; 2. According to the decision of the state management agency in charge of education and job training due to violation of regulations on management, organization and operation of educational institutions or under court judgments or decisions; 3. According to the proposal of the organization or individual establishing an educational institution; 4. Expiry time limit for operation of the institution; 5. Other cases as prescribed by law.

ADMINISTRATIVE PROCEDURS
