Procedure Registration for amendment, supplement of professional stamps of traders providing commercial assessment services (administrative procedures level 3)

- Organization/ Citizen

+ Preparing dossier

+ Submitting dossier at the Reception-Return Unit (RRU) of Department of Industrial and Trade: No. 331, Cau Giay Street, Cau Giay District, Ha Noi.

+ Receiving Reply Coupon with written date of the result returning

+ Receiving request for supplementing dossier (if any).

- Ha Noi Department of Industrial and Trade

+ The RRU shall guide organization/citizen on how to implement Administrative Documents in accordance with the regulations, write reply coupon with written date of the result returning.

+ Trade management unit receives dossier.

+ Dossier shall be submitted to leaders of Department for approval (if it is eligible).

+ Result shall be handed over to RRU.

Where to submit Organization/ Citizen should choose one of the following methods: Dossier may be submitted in person or sent by post to the Reception-Return Unit (RRU) of Department of Industrial and Trade - No. 331, Cau Giay Street, Cau Giay District, Ha Noi or online at (Ha Noi Industrial and Trade Portal).
Contents and number of the dossier

- For the case of submitting in person or sending through the post:

01 (one) set, including:

- 01 (one) registration for professional stamps on standard form.

- 01 (one) copy of the Certificate of Business Registration or Investment Certificate in the following cases:

+ Certified copy if sending through the post.

+ Copy together with the original for comparison if submitting in person.

- Form of professional stamps or the design of professional stamps which enterprises intent to register (stamps in A4 paper)

Notice: Enterprises must take responsibility for the accuracy and truthfulness of the information in their dossiers.

For the case of submitting online at

Enterprise choose administrative procedures -> create new account on the system or use existing account to log in -> follow the instructions and send scanned copies of original documents which are mentioned in section c.1 above.

Administrative procedures level 3

Processing duration Within 07 (seven) working days after receiving the complete and valid dossier (If the dossier is incomplete, the Department of Trade will send written notice to traders within three working days excluding the day receiving administrative dossier).

Legal basis

- Decree No. 20/2006/ND-CP dated February 20, 2006 of the Government detailing the implementation of the Commercial law on commercial assessment services, which was amended and supplemented under Decree No. 120/2011.ND-CP dated December 16, 2011 and Decree No. 125/2014/ND-CP dated December 29, 2014.

- Circular No. 01/2015/TT-BTC dated January 12, 2015 of Minister of Industry and Trade guiding procedure for professional stamps registration of traders providing commercial assessment services.

- Decision No. 58/2006/QD-BTC dated October 20, 2006 of the Minister of Finance regulating the collection and payment regime, management and use of fees for professional stamps registration.

Note: In case the traders move head quarter to other centrally-governed cities, provinces, they are responsible for submitting written notification on that they has registered professional stamps to agency for registration of professional stamps in the destination within 30 days from the date of moving and they do not have to carry out the procedure for registration of professional stamps.
