Procedure Applying for using APEC Business Travel Card (ABTC)
Process

For state officials, public servants, employees


Step 1: The agency/organization shall fully prepare the dossier in accordance with the regulations and submit it at the One-Stop-Shop, and take a receipt with appointment of the result return (one (01) working day).


Step 2: For the eligible case, the Department of Foreign Affairs shall accept for further processing and send the document to suggest Chairman of the Ha Noi People’s Committee to issue the document allowing officials, civil servants and employees to use ABTC (two (02) working days).


Step 3: Chairman of the Ha Noi People’s Committee considers and issues a document allowing officials, civil servants and employees to use ABTC (seven (07) working days).

 

Step 4: The OSS receives the written approval of the Chairman of the Ha Noi People’s Committee and hands over the outcome to the organization/agency and guide them to contact with the Viet Nam Immigration Department under the Ministry of Public Security for further processing (one (01) working day).


For Vietnamese entrepreneurs


Step 1: The agency/organization and enterprise shall fully prepare a dossier in accordance with the regulations and submit it at the One-Stop-Shop, and take a receipt with appointment of the result return (one (01) working day).


Step 2: Specialized division handles the dossier and suggest the leader of the Department of Foreign Affairs to sign the document to ask City Police to verify information related to the enterprises and  entrepreneurs who apply for using ABTC (04 (four) working days).


Step 3: The City Police sends the document on verification results to the Department of Foreign Affairs (seven (07) working days).


Step 4: Based on the verification of the City Police, for the eligible case, the Department of Foreign Affairs considers and sends the document to suggest Chairman of the Ha Noi People’s Committee to issue the document allowing officials, civil servants and employees to use ABTC (two (02) working days); for the ineligible cases, the Department of Foreign Affairs will have a written reply in 07 (seven) working days.


Step 5: Chairman of the Ha Noi People’s Committee considers and issues a document allowing officials, civil servants and employees to use ABTC (seven (07) working days).


Step 6: The OSS receives the written approval of the Chairman of the Ha Noi People’s Committee and hands over the outcome to the enterprises and guide them  to contact with the Viet Nam Immigration Department under the Ministry of Public Security for further processing (one (01) working day).

Where to submit Weekdays: from Monday to Friday Morning: from 8am to 11 am Afternoon: from 1.30 pm to 4.30pm - Submit directly at One-Stop-Shop of the Ha Noi Department for Foreign Affairs (No. 10, Le Lai Street, Hoan Kiem District, Ha Noi).
Contents and number of the dossier

* For state officials, public servants, employees


1. An official document requesting for permission of the use of ABTC signed directly with ink-pen by the head of departments, sectors, People’s Committees of districts, sub-districts and towns (Standard form provided by the Ha Noi Department for Foreign Affairs);


2. A copy of Decision of the Chairman of the Ha Noi People’s Committee on sending officials to work abroad to attend meetings, conferences, seminars and other activities of APEC;


3. A copy of passport.


For entrepreneurs


1. The original of official document requesting for permission of the use of ABTC signed by the legal representative of the enterprise who takes responsibility for personnel. (Standard form provided by the Ha Noi Department for Foreign Affairs);


2. Certified copies of the Business Registration Certificate and Investment Certificate (if any) issued by competent agencies;


3. A certified copy or a copy together with the original one of the documents showing the fulfillment of tax obligations prescribed by the State of the latest 12 months time (license tax, corporate income tax, etc.);


4. Certified copies of all economic contracts (or similar documents) which the enterprise has signed with partners from APEC member economies (together with documents showing accomplishment of the contracts such as: liquidations of the contracts, the import and export contracts attached with customs declarations and tax receipts, etc.). In case the contracts were made in a foreign language, notarized Vietnamese translations must be attached;


5. Certified copies of passport;


6. A certified copy or a copy together with the original one of the appointment decision for holding the current working position of the enterprise for at least one year;


7. A certified copy of the written certification that the entrepreneur has paid compulsory social insurance at the enterprise applying for issuing ABTC card for at least one year (except for those who are no longer in the compulsory social insurance category or have fulfilled their compulsory social insurance obligation).

- Decision No. 54/2015/QD-TTg dated October 29, 2015 of the Prime Minister, amending and supplementing a number of articles of the Regulation on issuance and management of APEC business travel cards enclosed with Decision No. 45/2006/QD-TTg dated February 28, 2006 of the Prime Minister.


- Circular 10/2006/TT-BCA dated September 18, 2006 of Ministry of Public Security guiding the implementation of the Regulation on issuance and management of APEC business travel cards.
