- Step 1: Enterprise prepares valid dossier and submits dossier to the Point of Single Contact (PSC).
- Step 2: PSC receives and inspects the dossier. If the dossier is not completed or invalid, enterprise shall be guided to complete the dossier in accordance with the law.
- Step 3: Enterprise pays fee and gets receipt. Result shall be returned at the PSC.

- Components of dossier:
a. Original application for work permit written by employer (Form 7 issued with Circular 31/2011/TT-BLDTBXH dated November 3, 2011 of Ministry of Labor, Invalids and Social Affairs); 
a.1. Registration form for labor recruitment of foreigners (Form 01 issued with Circular 31/2011/TT-BLDTBXH dated November 3, 2011 of Ministry of Labor, Invalids and Social Affairs); 
a.2. A slip of justice record issued by competent authority of the country where foreigner had resided before arriving in Vietnam. It must be issued within 180 days before submitting application dossier for work permit. If aforementioned paper is in foreign language and issued/ notarized/ certified by foreign agency, foreign organization, it must be consularly legalized, translated into Vietnamese, notarized or certified according to Vietnamese law.
For a foreigner who has been residing in Vietnam for full 6 (six) months or more, only a judicial record card issued by the provincial-level Justice Department of the locality in which he/she is residing is required.
a.3.  Original Health Certificate issued in foreign country or in Vietnam in accordance with regulations of the Health Ministry of Vietnam, within a period of 180 days, from the date of the application for grant of work permit.;
a.4. Certifications of qualifications and technical skills of foreigners: diplomas or certificates graduated from university or higher in accordance with the positions that foreigners are expected to undertake..
For certains positions/ jobs, certificatification of qualifications/ skills of foreigners can be replaced with following papers:
* Certificate of artisan of a traditional trade issued by a competent foreign authority, for foreign artisans of traditional trades.
* Written certification of or work permits or labor contracts proving the foreigner’s experience of at least 5 (five) years in his/her profession or in production administration and management relevant to the post he/she is expected to hold.  Certification of experience shall be made by the employers for which the foreigner has worked. 
* Other cases stipulated by the Vietnamese Government.
If aforementioned certifications are in foreign language and issued, notarized, certified by foreign agency, organization, they must be consularly legalized and translated into Vietnamese, notarized or certified in line with Vietnamese law.  
a.5. 03 (three) color photos (size 3cm x 4 cm) showing bare head, straight-looking and clear face with two ears and without glasses against white background), which were taken within 6 months before the time of application.. 
If documents written in foreign language must be translated into Vietnamese, notarized or certified in accordance with Vietnamese law. Consular legalization of the documents must be processed in compliance with Vietnamese law.

- Registration form for labor recruitment of foreigners (Form 01 issued with Circular 31/2011/TT-BLDTBXH dated November 3, 2011 of Ministry of Labor, Invalids and Social Affairs guiding implementation of articles of the amended/ supplemented Decree 34/2008/ND-CP dated March 25, 2008 of the Government); 
- Original application for work permit written by employer (Form 07 issued with Circular 31/2011/TT-BLDTBXH dated November 3, 2011 of Ministry of Labor, Invalids and Social Affairs);
- Work permit (Form 6 issued with Circular 31/2011/TT-BLDTBXH dated November 3, 2011 of Ministry of Labor, Invalids and Social Affairs).

Foreign contractors must carry out procedures to apply for work permit for foreign employees working in Vietnam before they arrive in Vietnam.

- Circular 31/2011/TT-LDTBXH dated November 11, 2011 of Ministry of Labor, Invalids and Social Affairs (MOLISA) on guiding implementation of articles of Decree 34/2008/ND-CP dated March 25, 2008 and Decree 46/2011/ND-CP dated June 17, 2011 of the Government on amending, supplementing articles of Decree 34/2008/ND-CP dated March 25, 2008 of the Government on recruiting and managing foreigners working in Vietnam;
-  Circular 13/2009/TT-BLDTBXH dated May 6, 2009 of MOLISA on guiding implementation of mission of management employees in industrial zones, export processing zones and hi-tech zones;
- Decision 09/2009/QD-UBND dated January 9, 2009 of Hanoi People’s Committee on fee for issuing work permit for foreigners working in Vietnam in Hanoi area.
