* For organizations implementing auction of land use right, tender of project using land: 
- Submitting dossier – receive receipt with appointment of result return. 
* For the Department of Natural Resources and Environment:
- Receiving the dossier;
- Issuing the reciept with written date of the result returning.

* Contents of the dossier:  
1. Application form for Certificate from the winner of auction of land use right transfer, winner of tender of project using land (form attached);
2. Notarized copy of Decision on Establishment or Business Registration Certificate or Investment License or Investment Certificate or Certificate of Enterprise Registration of organization using land;
3. Notarized copy of Decision recognizing the winning result in auction of land use right, tender of project using land in accordance with legal regulations on auction, tender of land use right;
4. Notarized copy of Land lease contract (in case of land lease);
5. Copy of Certificate or Document evidencing financial obligation fulfillment when winning auction of land use right, tender of project using land (provided by the organization);
6. Certified copy of map extract issued by agency of natural resources and environment; original Minute on hand-over of landmarks (with co-ordinates) provided by the organization processing auction of land use right or tender of project using land with the participation of agency measuring and setting landmarks;
7. Certified copy or notarized copy of document of land-attached property according to the law (in case property and ownership certification is required);
8. Layout of house or work (unless dossier defined in clause 7 has contained layout of house or work).
