Procedure Exchange of foreign driving license
Process

-  Citizen
+ Submitting dossier at the Reception-Return Unit (RRU) of Ha Noi Department of Transport.

RRU:
+ Receiving the dossier and writing reply coupon.
+ Collecting fees and handing over driving license to the foreigner.
- Vehicle management division, competent person or authorized person checks the dossiers to renew driving license.
Where to submit Submitting directly at RRU of Ha Noi Department of Transport at: No.2 Phung Hung Street, Ha Dong District, Ha Noi; No. 16 Cao Ba Quat Street, Ba Dinh District, Ha Noi; or Lot. HH03 Van Hanh Street, Long Bien District, Ha Noi.
Contents and number of the dossier

a)    Contents of the dossier:
• For Vietnamese people:
- Application form for exchange, reissuance of driving licenses
- Translation of foreign driver's licenses into Vietnamese notarized by notary authorities, Embassies, Consulates in Viet Nam where translators are working, sealed with a photocopy of the driving license.
- A copy of passport (including passport number, full name, photograph, expiry date  and entry visa to Viet Nam)
- A copy of identity card.
• For foreigners:
- A copy of diplomatic or public service identity card granted by Vietnamese Ministry of Foreign Affairs or a copy of residence card, temporary residence card, permanent residence card, papers verifying permanent residence in Viet Nam;
- Application form for exchange of driver's license.
- Translation of foreign driver's licenses into Vietnamese notarized by notary authorities, Embassies, Consulates in Vietnam where translators are working, sealed with a photocopy of the driver's licenses.
- A copy of passport (including passport number, full name, photograph, expiry date  and entry visa to Viet Nam)
b) Number of the dossier: 01 (one) set
Processing duration Within 05 (five) working days after receiving the complete and valid dossier.
Objects Overseas Vietnamese residents and foreigners who have driving license issued by foreign countries and remain valid (printed in driving license).
Competent agency Department of Transport
Outcome - A corresponding Vietnamese driving license and profile of changing driving licenses with the expiry date: - In accordance with the provisions of Viet Namese driving license for Vietnamese people. - In accordance with the expiry date in entry visa or temporary residence card, consistent with time limit for foreign driving license but not exceeding the time limit for Vietnamese driver's license. - The denied central authentication data together with the profile of changing driving licenses.
Fee Fee for granting driver's licenses which are made of polyethylene terephthalate (PET): VND135,000

Other requirements For Vietnamese people: - The original ID, passport and foreign driving license; For foreign people: - The original valid passport, foreign driving license, diplomatic or public service identity card granted by Vietnamese Ministry of Foreign Affairs or a copy of residence cards, temporary residence card, permanent residence card, papers verifying permanent residence in Viet Nam; Not exchange the driving license in the cases: temporary driving license or international driving license; driving license out of date (printed on the driving license) or driving license is erased or so damaged that necessary information can no longer be read or there is any difference in your personal identification information; Domestic driving license has not been granted by a competent authority under regulations.

- Law on Road Traffic No. 23/2008/QH12 dated November 13, 2008.
- Circular No. 58/2015/TT-BGTVT dated October 20, 2015 of the Minister of Transport on regulations on driver training, driving tests, and issuance of driving licenses with respect to road motor vehicles.
- Circular No. 73/2012/TT-BTC dated May 14, 2012 of Ministry of Finance on amending and supplementing a number of articles of Circular No. 76/2004/TT-BTC dated July 29, 2004 the Ministry of Finance guiding the charges and fees in the road traffic domain;
