-    The applicant lodges a set of dossier in person or by postal service to the administrative procedures processing section  attached to the Ha Noi Department of Culture, Sports and Tourism.   

-    The Ha Noi Department of Culture, Sports and Tourism receives and checks the dossier and returns the result to the applicant (s) as stipulated.

* Contents of the dossier:

- The applications from organizing units that specifies the purpose, significance of the program; list of participants ( the real names and alias if any);

- The documents specifying the programs, plays, items which will be performed in Ha Noi enclosed with the translated Vietnamese version of , contents of the items and plays with the certification of the translation company).

- A written contract or agreement between the organizing units and foreign partners;

- Document of authors, owners of the works or organizations representing copyrights, certifying permission to use the works.

- Organizing units that have the functions of either performances, or being organizers of professional artistic performances under the management of Ha Noi city.

- Organizing units responsible for submitting audios and videos of programs, plays, titles of the plays of foreign partners that will be performed in Ha Noi when the Ha Noi Department of Culture, Sports and Tourism requires.

-    Government Decree No 103/2009/ND-CP dated November 06, 2009 on promulgating the regulations on cultural activities and business activity related to the public culture services.

-    Decision No. 47/2004/QD-BVHTT dated July 02, 2004 of the Minister of Culture Information on issuing the Regulations on “Performing and organizing professional artistic performance activities”.

-    Decision No. 30/2010/QD-UBND dated July 21, 2010 of the Ha Noi People’s committee issuing the Regulation on performing and organizing professional artistic, fashion performances in Ha Noi.
