Procedure Issuing license for publishing newsletters (in Vietnam)
Process

Process:
- Citizen/organization prepares dossier according to the law.
- Citizen/organization selects one option to submit dossier.
One Stop Shop of the Department of Information and Communications receives and checks the dossier.
If the dossier is complete and valid, One Stop Shop will accept it and issue a receipt with an appointment of the time and date for returning the result.
If it remains incomplete, the applicant will be advised to add.
- Citizen/organization receives result on the date noted in the receipt at One Stop Shop section or via postal service.
Note:
Dossiers submitted via postal services are received and handled only if they meet the following requirements:
- Papers are notarized according to the law;
- Contact information is included;
- Citizen/organization fills in the Registration form for receiving result of administrative procedures via postal service, and submit it together with the dossier.

Contents and number of the dossier

Components of dossiers:
- Application form for license for publishing newsletters;
- Copy attached with the original paper for verification/ legal copy of
establishment decision/ approval letter for establishment of organization, agency, legal person. The copy must be notarized or certified by competent state authorities;
- CV of the person in charge of publishing newsletter ;
- Manchette of the newsletter.

Note:
If enterprises have already publicized information on the National portal for enterprise registration (https://dichvuthongtin.dkkd.gov.vn), they do not have to submit certified copy/ or copy attached with original paper of  enterprise registration certificate. If the enterprises have not publicized their information on the portal yet, they must add these papers.

- Application for license for publishing newsletter (No. 07 issued together with Circular No. 48/2016/TT-BTTTT dated December 26, 2016 of the Ministry of Information and Communications.

Other requirements Requirements for issuing license for publishing newsletters: - Assigning a person in charge of publishing the newsletter; - Operating the apparatus properly to ensure the publishing of newsletters; - Identifying name of the newsletters, purpose of publishing, content of information, target group, scope of publishing, language, term of publishing, frame, number of pages, quantity and place of printing; - Having an official work place, and meeting requirements to ensure publishing of newsletter.
Legal basis

- Press Law 2016; 
- Circular No. 48/2016/TT-BTTTT dated December 26, 2016 of Ministry of Information and Communications detailing and guiding the issuance of operation licenses for newspapers and electronic newspapers, publishing additional publications, opening specialized pages of electronic newspapers, publication of bulletins and special issues.
