- The organization applying for a permit to establish Foreign Business Association shall fully prepare the dossier in accordance with the regulations and submit it at the Point of Single Contact (PSC or One-Stop-Shop), and take a receipt with appointment of result return.
- PSC’s inspection: If the dossier is fully complete and valid, the PSC shall accept it for further processing and return the result to the agency/organization on the date of appointment. If the dossier is not fully complete or invalid, the PSC shall guide the agency/organization on how to complete it.

* Contents of the dossier:
- An application for the Permit to establish the association (one copy in Vietnamese and another in a commonly used foreign language);
- The operation regulations of the association;
- A written recommendation from Việt Nam Chamber of Commerce and Industry;
- Documents about the working office of the association;
- Curricula vitae of the members of the leading board of the association;
- List of representatives of businesses to join the association
