a) Submission of dossier
+ Submitting dossier at the One-Stop-Shop (OSS) of the Ha Noi Department of Transport.

+ Transport business units submit online dossier on the website of Ha Noi Department of Transport
and the Ministry of Transport. The Department of Transport will check the dossier and give Reply Coupon with written date for the units to submit dossiers at the OSS of the Ha Noi Department of Transport. If the dossier is not completed or invalid, the department must reply the applicants in writing and clearly state the reasons on the website.

b) Handling of dossier

- Within 01 (one) working day after receiving the complete and valid dossier, the Department of Transport will extend the Laos – Viet Nam Cross-border Transport Permit to Lao vehicles; In case of refusal to extend permits, the department must reply the applicant in writing and clearly state the reasons.

-  For online registration on the website of the Ha Noi Department of Transportation and the Ministry of Transport, the applicant will have an appointment online (code) on the website to register for online public services.

a) Contents of the dossier:

- Laos – Viet Nam Cross-border Transport Permit (the original);

- Vehicle registration  (A copy with the original for comparison or certified copy);

- Application for extending of Laos-Viet Nam Cross-Border Transport Permit.

- Circular No. 188/2016/TT-BTC dated November 8, 2016 of the Ministry of Finance regulating collection rates and regime for collection, payment, management and use of fees and charges of driving examination; issuance fees of driving license, operation certificate and fees of registration, granting plate of special-use vehicles.

- Decision No. 52/2016/QD-UBND dated December 28, 2016 of the Ha Noi People’s Committee, repealing Decisions on the collection of charges and fees issued by the Ha Noi People’s Committee in accordance with Ordinance on Charges and Fees and implementing documents.

- Resolution No 20/2016/NQ-HDND dated December 6, 2016 of the Ha Noi People’s Council on issuing a number of regulations on the collection of charges and fees in Ha Noi under the decision of the Ha Noi People’s Council.
