b) Handling of dossiers
OSS:
+ Receiving dossiers and giving a written reply coupon.
+ Collecting fees and handing over the driving permit to the citizen.
- Vehicle management division, competent person or authorized person checks the submitted dossiers to issue or renew driving permit. |

| Contents and number of the dossier | a) Contents of the dossier:
- Application form for the exchange of driver’s license;
- Translation of foreign driver's licenses into Vietnamese notarized by notary authorities, Embassies, Consulates in Viet Nam where translators are working, sealed with a photocopy of the driver's licenses;
- A certified copy of Exit and Entry lists of Ministry of Public Security or a copy of passport (including passport number, full name, photograph, expiry date and entry visa to Viet Nam);
- Colored photos of size 3cm x 4cm - on light blue background.
b) Number of the dossier: 01 (one) set |
| Processing duration | Within 05 (five) working days after receiving the complete and valid dossier. |
| Objects | - Foreigners travelling to Viet Nam with driving license issued by foreign countries and remain valid. - Do not exchange in the following cases: temporary driving license or international driving license; driving license out of date (printed on the driving license) or driving license is erased or much damaged. |

- Circular No. 188/2016/TT-BTC dated November 8, 2016 of the Ministry of Finance regulating collection rates and regime for collection, payment, management and use of fees and charges of driving examination; issuance fees of driving license, operation certificate and fees of registration, granting plate of special-use vehicles.
- Decision No. 07/2016/QD-UBND dated March 8, 2016 of the Ha Noi People's Committee, promulgating the Regulations on implementation of one-stop-shop regime and inter-one-stop-shop regime in the settlement of individual or organization's matters at State administrative authorities in Ha Noi.
