Procedure Issuance of International Driving Permit (IDP)
Process

a) Submission of dossier:


+ Submitting dossier at the One-Stop-Shop (OSS) of the Ha Noi Department of Transport.


b) Handling of dossier


OSS:


+ Receiving dossier and giving a written reply coupon.


+ Collecting fees and handing over IDP to the citizen.


- Vehicle management division, competent person or authorized person checks the dossier to issue or renew driving permit.
Where to submit Submitting dossier directly at OSS of the Ha Noi Department of Transport - No. 16 Cao Ba Quat Street, Ba Dinh District, Ha Noi.
Contents and number of the dossier

a) Contents of the dossier:


- Application form for issuance of international driving permit.


b) Number of the dossier: 01 (one) set.

 
Processing duration Within 05 (five) working days after receiving the complete and valid dossier.
Objects Vietnamese and foreigners with permanent residence cards granted by Vietnamese authorities, who have been granted driving permit of Viet Nam made of polyethylene terephthalate (PET) and remain valid.
Competent agency Department of Transport
Outcome - A corresponding Vietnamese driving permit; - Upon detecting that an IDP holder has provided untruthful information in the IDP application or erased, modified or falsified information on the granted IDP, the agency that has granted the IDP will withdraw and the violator will be handled by law and not be granted another IDP in three years from the date of his/her violation being detected. - Notification for invalid dossier

Other requirements - Submit the original of Domestic Driving Permit issued in Viet Nam, passport and permanent residence card (for foreigners) which remain valid to check.

- Law on Road Traffic No. 23/2008/QH12 dated November 13, 2008.


- Circular No. 12/2017/TT-BGTVT dated April 15, 2017 of the Minister of Transport regulating on training, examination and granting of motor vehicle driving licenses.


- Circular No. 188/2016/TT-BTC dated November 8, 2016 of the Ministry of Finance regulating the collection rates and regime for collection, payment, management and use of fees and charges of driving examination; issuance fees of driving license, operation certificate and fees of registration, granting plate of special-use vehicles;


Decision No.  07/2016/QD-UBND dated March 8, 2016 of the Ha Noi People's Committee,  promulgating the  Regulations on  implementation of one-stop-shop regime  and  inter-one-stop-shop  regime  in  the  settlement  of  individual  or organization's matters at State administrative authorities in Ha Noi.
