Procedure Reissuing permanent residence card to foreigners in Viet Nam.
Process

- Step 1: The applicant prepares the dossier as stipulated by the law.


- Step 2: Submitting the dossier:


a. In case permanent resident card is lost, damaged or the contents of the card was amended, the foreigner submits the dossier at the Immigration Management Division of the Ha Noi Police Department.
b. Officers receive the dossier and check the validity and completion of the dossiers.


+ If the dossier is complete and valid, officers receive the dossier and give the applicant a receipt with an appointment of the time and date for return of the result.


+ If the dossier remains incomplete and needs to be added, the officers shall guide the applicant to complete dossier according to the law.       

   
* Time for receiving dossiers: Every morning from Monday to Saturday (except for Sunday and holidays).

Step 3: Receiving the outcome:

-    The foreigner submits the receipt to the officers of the Immigration Management Division of the Ha Noi Police Department and receives a permanent residence card.

Where to submit Submit directly at Immigration Management Division of the Ha Noi Police Department, No. 44 Pham Ngoc Thach Street, Dong Da District, Ha Noi.
Contents and number of the dossier

a) Content of the dossier:


- Application form for permanent resident card renewal/reissuance (Form NA13);


- The old permanent resident card; in case of renewing due to be lost, the dossier must include an affidavit of loss endorsed by a guaranteeing organization;


- A certified copy of passport (excepting stateless persons);


- Document evidencing the amendment of content of the permanent resident card.

b) Number of the dossier: 01 (one) set.

Processing duration Within 20 days after receiving the complete and valid dossier.

Other requirements Ensuring the case and condition to be considered and granted permanent residence card as stipulated in Law on entry, exit, transit, and residence of foreigners in Viet Nam as follows: a, Cases to be considered and granted permanent residence card: - A foreigner who contributes to the development and protection of Viet Nam and is awarded medals or titles by the Government; - A foreign scientist or expert who temporarily resides in Viet Nam; - A foreigner who is sponsored by his/her parent, spouse, or child who is a Vietnamese citizen and has permanent residence in Viet Nam; - Any person who has no nationality and temporarily resided in Viet Nam before year of 2000. b. Conditions to be considered and granted permanent residence card: - Foreigners in above mentioned cases who have legal residence, stable income to guarantee their life in Viet Nam. - A foreign scientist or expert who temporarily resides in Viet Nam and is recommended by the Ministers or Heads of ministerial/governmental agencies in the corresponding fields; - A foreigner who temporarily resides in Viet Nam for three consecutive years or more, and who is sponsored by his/her parent, spouse, or child who is a Vietnamese citizen and has permanent residence in Viet Nam.

+ Circular No. 04/2015/TT-BCA dated January 05, 2015 regulating paper forms for entry, exit and residence by foreigners in Viet Nam.


+ Circular No. 157/2015/TT-BTC dated October 8, 2015 of the Ministry of Finance on collection, payment, management of fees for issuance of passports, visas, documents for entry, exit, transit, and residence in Viet Nam.
