Accordingly, it is expected that:
(1) 100 percent of female deputies, managers and leaders at all levels, female cadres selected for further training are provided with knowledge of gender equality and management, leadership skill;
(2) 100% of people who need gender equality support can access at least one kind of gender equality support or consultancy service.
(3) Popularization of gender equality is conducted among 100% of staffs, officials, civil servants, officers, non-commissioned officers and soldiers, beneficiaries in armed forces; 90% of students at all levels; 80% people in residential groups.
(4) Skill training is provided to 100% of civil servants responsible for gender equality issues and advancement of women at all levels and sectors, policy advisors, policy planners, legal officials of city’s agencies, departments and unions; People’s Committees of districts, towns and their collaborators in communes, wards and towns at least one time per year.
Leadership is increased for planning and training of female staffs in accordance with structure and standard stipulated in Decree No. 11-NQ/TW dated April 27, 2007 of Politburo. Inspection and supervision are enhanced, along with inter-sector cooperation mechanism for gender equality.
Popularization and education of gender equality are promoted to change people’s awareness, behavior and sense of responsibility; discrimination, women abuse and offences against women are criticized. Gender equality and Law on Gender Equality are included in education program.
The city organizes activities to raise capability of Ha Noi female deputies of National Assembly and Municipal People’s Council at all levels for the 2016-2021 tenure; implement policies to help women with training, access to information, application of scientific, technical progress and new technology, vocational training; create favorable conditions for poor and rural female laborers.
Staffs responsible for gender equality issues and advancement of women will be allocated at all levels, along with collaborators and volunteers. Every department, sector, union at city level, People’s Committee at district level will assign specialized official to be in charge of gender equality affairs; People’s Committee at commune level will assign one official to conduct work for gender equality together with other tasks.
The Municipal People’s Committee assigned the Department of Labor, Invalids and Social Affairs to assume the responsibility and collaborate with relevant departments, agencies, sectors, political and social organizations, People’s Committees of districts and towns to realize the plan; act as advisor to the city in building, implementing annual plan on gender equality on the basis of Decision 1696/QD-TTg dated October 2, 2015 of the Government on approving National action plan on gender equality in the period of 2016 to 2020 and annual plan on socio-economic development.
