The two projects were the construction of Phuong Lien Kindergarten and renovation and expansion of Phuong Lien Primary School, and renovation of Xa Dan Pagoda.
The construction of Phuong Lien Kindergarten and the renovation and expansion of Phuong Lien Primary School are both located at 6 Dao Duy Anh Street in Phuong Lien Ward.
These projects were approved by the Dong Da District People's Council on June 30, 2023, and by the Dong Da District People's Committee on September 25, 2023.
The Phuong Lien Kindergarten and Phuong Lien Primary projects have a total investment of VND147 billion (US$5.6 million).
Major activities of the two project include constructing new main buildings with four floors and a basement, developing classrooms and functional rooms, and installing fully-integrated infrastructure systems, outdoor facilities and new equipment.
With new, modern facilities that meet national standards, both schools are expected to attract students from the surrounding areas, helping to ease overcrowding in other schools within the district.
Construction began in May 2024 and was completed in March 2025, aligning with the 2024-2025 academic year and affecting students. During construction, Dong Da District and the two schools arranged temporary classrooms at Kim Lien Communal House to ensure safe, clean, and uninterrupted learning for students.

The land at No.6 Dao Duy Anh was originally designated for a commercial office and hotel project. Due to long delays and repeated public complaints, the Hanoi People's Council on December 10, 2022 decided to hand over the land to Dong Da District for school development. The land was formally transferred to Dong Da District on January 5, 2023.
In central Hanoi, where land for public schools is scarce, the transformation of the land site into educational facilities demonstrates the city's determination to resolve delayed projects and meet the expectations of local residents.
The district also announced the complete restoration of Xa Dan Pagoda, a nationally recognized architectural heritage site designated in 1990 by the Ministry of Culture (now the Ministry of Culture, Sports and Tourism).
The project, approved by the Dong Da District People's Council on April 13, 2023, and by the District People's Committee on September 25, 2023, has a total investment of VND42 billion ($1.6 million).
The project includes the restoration of the main gate, main temple halls, and the construction of new facilities including residences for nuns, kitchens, dining halls, memorial structures, restrooms, and supporting buildings facing Tran Huu Tuoc Street. It also involves the renovation of the decorations and landscaping.
The restoration began in July 2024 and was completed in April 2025. The renewed Xa Dan Pagoda is expected to enhance the cultural and spiritual life of the community, preserve heritage values, and become a popular destination for visitors, contributing to the education of future generations.
