Process to handle online public services at level 3 and level 4 publicized to the people (04:56 11/08/2018)


HNP - According to Official Letter No. 3553/UBND-NC dated August 3, the Ha Noi People’s Committee asks related agencies, departments and sectors to realize the tasks as requested by city’s inspection team.


According to the request of the Municipal People’s Committee, the Department of Culture and Sports, Department of Justice and Department of Labor, War Invalids and Social Affairs shall increase leadership, fulfill their assigned targets on realizing online public services, set detailed measures, and futher instruct subordinate units and individuals to overcome problems as pointed out in Report No. 2978/BC-DKTCV dated June 19, 2018 of the city’s inspection team .

The Office of Ha Noi People’s Committee shall guide, urge and collaborate with city’s agencies, departments and sectors, People’s Committees of districts and towns to periodically review and simplify the administrative procedures, build process to handle the administrative procedures, sum up results, quantity and lists of the administrative procedures for each level and sector, thus creating a basis to identify targets and implement the online public services at level 3 and level 4.

The Department of Information and Communications shall perform following tasks:

- Cooperate with related agencies, departments and sectors to build cooperation regulation and cooperation process in working with related departments and sectors to review, register, implement, verify, transfer, operate and manage the online public services at level 3 and level 4. The cooperation regulation and cooperation process shall specify disciplines and criteria to assess, select proper administrative procedures for launching online public services at level 3 and level 4, as well as responsibilities and deadlines for each agency and unit, and shall be submitted to the Municipal People’s Committee;

- Guide, supervise and urge implementation, and cooperate with city’s agencies, departments and sectors, People’s Committees of district level to take following actions: develop process and form for the software and online public services at level 3 and level 4 which are implemented by the Municipal People’s Committee in 2017 and 2018 according to regulation;

- Review and categorize the procedures into groups, including groups of procedures eligible for launching online public services at level 3 and level 4; groups of procedures ineligible for launching online public services at level 3 and level 4 (point out reasons, shortcomings and problems, and suggest measures to solve the problems for each procedure);

- Submit the list of online public services at level 3 and level 4 of departments, sectors, People’s Committees of districts and towns to the Municipal People’s Committee, which strictly follows Resolution No. 11/2017/NQ-HDND dated December 5, 2017 of the Municipal People’s Council; cooperate with consulting units and related agencies, and urge them to complete the development of software and officially launch the online public services at level 3 and level 4 soon according to the list approved by the Municipal People’s Committee in 2017 and 2018; quality and progress must be maintained according to regulation;

- Act as advisor, and suggest the Municipal People’s Committee guarantee the shared infrastructure of Ha Noi; guide and support the units in terms of using, operating IT devices, ensure smooth operation of the online public service system of Ha Noi; cooperate with consulting units to provide support and guide city’s departments and sectors how to connect with online public service software of ministry and online public service software of Ha Noi People’s Committee comprehensively and consistently; timely handle troubles, ease difficulties and technical problems in operating the online public service system in Ha Noi;

- Study the application of e-signature in receiving, handling administrative procedures as online public services at level 3 and level 4; conduct training for civil servants, help them improve their skills to use the software of online public services at level 3 and level 4.

The city’s departments, sectors, People’s Committees of districts, suburban districts and towns shall cooperate with Department of Information and Communications, Office of the Municipal People’s Committee and consulting units to complete software of online public services at level 3 and level 4 according to the list for 2017 and 2018; regularly review and report the amended, supplemented, replaced and eliminated administrative procedures to the competent authorities, so that the list of online public services at level 3 and level 4 is revised and quality, efficiency and progress are maintained.

It is essential to release regulation on managing, receiving and handling dossiers of online public services; increase information work and popularization, publicize processes to handle the administrative procedures launched as online public services at level 3 and level 4, so that the people and organizations are informed and implement them accordingly.

The agencies in cooperation with the Department of Information and Communications, consulting units, Office of the Municipal People’s Committee regularly review and simplify administrative procedures, continue effort to register and launch online public services at level 3 and level 4 according to instructions of the city’s government.
