Accordingly, specific targets set until 2021, including: implementing the new salary based on occupational positions, titles for officials, civil servants and employees in all agencies, units managed by the city as regulated; the minimum wage will be equal to the average wage in enterprises and adjusted gradually based on the city’s financial resource in association with the re-organization of the apparatus, staff streamlining and renovation of operational mechanism and financial policy of public non-business units.
Enterprises, from 2018 to 2020, will apply the regional minimum wage in line with the socio-economic development and their capacity so as to ensure employees’ living standards. The management of labour and salary in State-owned enterprises will be implemented according to the Government’s reforming wage policy.
By 2025, special attention will be paid to increasing salary in State-owned enterprises in line with consumer price index, economic growth rate and the city’s budget; the minimum salary of officials, civil servants will be higher than the regional minimum salary in enterprises.
From 2021, enterprises will carry out the salary policy basing on negotiation and agreement between employers and employees and representatives of labourers’ collectives so as to ensure the regional minimum salary as regulated by law and the State’s roadmap to adjust the salary. The State will not directly intervene in enterprises’ salary policy. The management of labour and salary in State-owned enterprises (SOEs) will be carried out by allocating total salary costs for enterprises based on their production and business tasks to 2025.
By 2030, the policy on salary reform in State-owned enterprises will be implemented to be suitable with consumer price index, economic growth rate, and the city’s budget; the minimum salary of officials, civil servants will be equal to or higher than the lowest salary of the highest region of the enterprise sector; the management of labour and salary in State-owned enterprises will be implemented toward assigning production and business tasks to enterprises by 2030.
Agencies and units will strengthen the popularization of goal, significance, requirement, contents, missions, and solutions for the reform of salary policy for civil servants, public employees, armed forces and workers of enterprises in an effort to create the consensus among sectors, levels, agencies, enterprises, and units in the political system; strictly and effectively carry out resolutions of the 12th Party Central Committee’s 6th plenum on continuing renewing, organizing the apparatus, streamlining public employees to ensure operational effectiveness; renewing the organization and management, improving the operational quality and efficiency of public non-businesses units according to the plan approved by the authority.
It is necessary to review functions, missions, and rights to give solutions for improvement of productivity, quality, and effectiveness of agencies, organizations and units; urgently complete the system of occupational positions as a basic solution to carry out the salary reform policy; enhance inspection, supervision of the implementation of the salary policy as regulated; drastically handle violation cases, etc.
