Accordingly, the Municipal People’s Committee received a document of the State Bank of Viet Nam on cooperation to remove difficulties for enterprises according to the PM’s Directive 25/CT-TTg. In which, localities are assigned to tighten the cooperation with the State Bank of Viet Nam in effectively carrying out the banks-enterprises link-up program; direct departments, sectors, and authorities at all levels in collaboration with the bank sector to take various measures to remove difficulties and create favorable conditions for residents, enterprises, especially small and micro enterprises to be able to access credit funds for their business development, contributing to promoting the socio-economic development and building new style rural areas in localities.
Besides, departments, sectors, authorities at all levels are in charge of cooperating with the bank sector to deploy credit programs to take advantages, potentials of localities, such as credit policy for agriculture and rural development at Decree No. 55/2015/ND-CP dated June 9th, 2015 of the Government (amended and supplemented by Decree No. 116/2018/ND-CP dated September 7th, 2018, preferential policies for hi-tech and clean agriculture development; synchronously implement many policies to support small and medium-sized businesses according to Law on Support for Small and Medium-sized Enterprises; bring into full play the operation of the Cooperative Development Assistance Funds so as to create chances for small and medium-sized businesses, micro enterprises, cooperatives to develop their production and trade, etc.
It is necessary to direct relevant units to speed up the issuance of property ownership certificates as security assets to get loans from banks and credit organizations during the process of dealing with security assets of bad debts under Resolution No.42/2017/QH14 of the National Assembly.
Regarding the above matter, the Municipal People’s Committee assigned the State Bank of Viet Nam - Ha Noi Branch to take prime responsibility and coordinate with Departments of Investment and Planning, Finance, Agriculture and Rural Development, Natural Resources and Environment to review and draft directive documents of the Municipal People’s Committee in October, 2018.
