City approves project on increasing state management of fire safety in high-rise buildings and apartments in the 2018-2020 period (21:18 18/06/2018)


HNP - The Ha Noi People’s Committee issued Decision No. 2880/QĐ-UBND dated June 13, approving project on strenthening state management of fire safety in high-rise buildings and apartment buildings in the 2018-2020 period.


The project aims to raise the awareness and sense of responsibility of agencies, organizations and individuals in exploiting, managing, using high-rise and apartment buildings, and ensuring infrastructure, equipment and devices for fire fighting and prevention, search and rescue.

It shall be implemented actively and comprehensively according to requirement and content of Program 05-CTr/TU dated April 26, 2016 of the Ha Noi People’s Committee on increasing security and order, maintaining social order and safety in the new context for the 2016-2020 period as stipulated.


It is expected that in 2020, the city will handle and finish unresolved projects and works that violate fire safety regulations, and deter further infraction; improve and upgrade infrastructure, transport, water resources, electrical system and telecommunications to meet demand of fire fighting and prevention, search and rescue; strictly implement planning on housing development and high-rise building development in association with sectorial planning and development planning of Ha Noi; develop fire fighting and prevention facilities in association with development of urban transport and water supply network for fire fighting, network of fire fighting and prevention police units, power system, information and communications system according to the approved planning; conduct regular inspection in apartments buildings and high-rise buildings, focusing on transport and water supply once fire or explosion occurs.

In 2018, the city will focus on maintaining all current fire hydrants and water collection stations;  setting up new fire hydrants and water collection stations on streets and roads, in residential areas, industrial zones and urban areas.

In 2020, the city will develop outdoor water supply system that basically meet demand of the standard and norm;
increase information work, popularization and education of fire safety law and knowledge among managers of the apartment buildings; provide guidance to all residents of the apartment buildings and high-rise buildings, focusing on basic knowledge of fire fighting and prevention, in particular fire escape skills in case of fire and explosion; take comprehensive measures for fire fighting and prevention in terms of state management, such as building fire fighting and prevention forces at the grassroots level, and realize the Four On-site Motto, including on-site instruction, on-site force, on-site equipment and on-site logistics.

High-rise apartment buildings after renovation or new high-rise apartment buildings must have modern fire fighting and prevention system that meet current fire safety standard and norm. For old high-rise buildings with unresolved fire safety problems, the fire fighting and prevention system must be repaired, upgraded and maintained according to regulation.

Regulation on verifying fire safety design must be strictly obeyed when making construction planning, project of building or renovating urban area and residential area. All  high-rise building projects must be verified and approved in terms of fire fighting and prevention before receiving license for construction according to regulation.

Relevant agencies, units, People’s Committees of districts, suburban districts and towns closely cooperate with each other to conduct inspection and examination, timely handle violation of investment and construction, solve problems and overcome shortcomings relating to construction planning, transport, water resources and financing. They also act as advisor to the Municipal People’s Committee in assessing situation of fire fighting and prevention in high-rise buildings and apartment buildings, finding out and taking drastic measures to solve the problems.

If the apartment buildings and high-rise buildings are under construction but fire safety designs are not verified and approved yet, investors are required to stop the construction promptly and fulfill procedures of fire safety verification and approval.

If the high-rise buildings and apartment buildings are put into use when fire safety design is not verified and approved yet, investors are required to submit report detailing measures to handle problem for each item.

If fire safety design is verified, approved and put into use without proper handing over, investors are required to complete request on fire safety according to verified, approved design and fire safety standard and norm, and hand over it according to the law.
