According to the General Department of Natural Disaster Prevention and Control, there are complicated violations of dyke safety law. By the end of November 20, 2017, 825 cases of infraction occurred; 299 of them are handled, and 526 are unresolved.
Hoa Binh and Bac Giang provinces witness progress in the field of preventing and handling violations. However, there are many cases of violations in other cities and provinces like Bac Ninh, Thai Binh, Nam Dinh, Quang Ninh and Ha Noi, and they are not settled yet.
In order to realize the legal regulations of dykes, Directive No. 447/CT-TTg dated March 25, 2011 of the Prime Minister on increasing effort to handle legal violations in the field of dyke protection, management of exploitation, transport and trade of gravel and sand which affect the dykes, the General Department will sum up information and submit report on localities’ activities. Chairpeople of the People’s Committees of cities and provinces will direct relevant agencies to handle infractions according to legal regulations, and take measures to prevent new violations and ensure safety of the dykes.
According to the Municipal People’s Committee, the city releases a number of documents on handling legal violations in the field of dyke protection; however, there are still many violations. The Department of Agriculture and Rural Development, agencies and sectors, People’s Committees of districts and towns must increase leadership, review and handle violations, and prevent further infractions.
