The Municipal People’s Committee agrees with proposal of the Department of Construction on management and application of modern technology in recycling, reusing solid construction waste in Ha Noi. Accordingly, five places are surveyed and confirmed as suitable for temporally setting up machines and equipments for construction waste treatment; People’s Committees of Hoang Mai, Cau Giay, Bac Tu Liem districts and Thanh Tri, Dong Anh suburban districts shall cooperate with land using units to check and specify areas to be used as waste storage, recycling and treatment sites, cooperate with waste recycling and reuse technology suppliers to build plan, and report to the Municipal People’s Committee within June for further consideration.
Project management boards in Ha Noi, land clearance councils of districts, suburban districts and towns review, define volume of construction waste to be recycled, and send result to the Department of Construction by June 20, so that the latter will sum up the information and report to the Municipal People’s Committee.
The People’s Committee of Dong Anh suburban district prepares proposal on construction waste treatment site in Duc Tu commune, aiming to use modern technologies to recycle, reuse construction waste, reduce landfill and call for private investment in association with management and exploitation. The Municipal People’s Committee will consider it after receiving report of the Authority of Plan and Investment.
For the project on extending Nguyen Dinh Chieu Street, Ha Noi gives approval for Management Board of Investment, Construction Projects on Livelihood and Industrial Works in cooperation with relevant units to transport all construction waste after demolishing construction works for land clearance to the storage sites, handle and recycle solid construction waste temporally in Hoang Mai district.
The Department of Construction urges districts, suburban districts to realize the plan, and cooperates with Department of Transport to assess and suggest plan to use recycle materials for construction and traffic works; the plan should be finalized in the third quarter of 2017. The Department also acts as advisor to Municipal People’s Committee in managing construction waste according to the Circular 08/2017/T1-BXD dated May 16, 2017 of Ministry of Construction on regulations on solid construction waste management.
The Department of Construction in coordination with Department of Finance, Department of Transport, Department of Labor, Invalids and Social Affairs and related units submit unit price for handling solid construction waste to the Municipal People's Commitee to ask for approval.
