Accordingly, city’s departments, agencies of the same level, People’s Committees of districts, suburban districts and towns strictly implement Resolution 11-NQ/TU dated May 31, 2017 of the Municipal Party Committee, especially pay attention to management, collection and treatment of medical waste, striving to collect and handle 100% of the waste.
Construction debris grinding technology is put into use to handle the waste. When applying for construction license, owners of construction works must show contract on transportation and construction debris grinding to the authorities.
People’s Committees of districts, suburban districts and towns urge environment companies to collect and transport waste, and encourage people to protect environmental sanitation in recreational places, tourist attractions and public places.
The Police Department and Construction Inspectorate supervise disposal of construction debris, collection and transportation of construction waste. People’s Committees of districts, suburban districts and towns supervise units in charge of cleaning up the environment, guarantee that they collect and transport the waste on time and properly, and cooperate with social, political organizations to encourage people to protect the environment and sort waste in families.
Chairpeople of People’s Committees of districts and towns, Chairpeople of People’s Committees of wards encourage owners of houses on street side to plant flowers for beautiful landscape. Chairpeople of People’s Committees of suburban districts create favorable conditions for companies to set up clean water supply systems and speed up progress of water supply.
The Department of Natural Resources and Environment and Department of Construction are in charge of supervising the implementation process, summing up result and reporting to the Municipal People’s Committee.
In order to enhance administrative reform, improve management and administration of governments at all levels, the Municipal People’s Committee asks departments, agencies, People’s Committees of districts, suburban districts and towns to increase leadership and perform tasks as following:
- Review administrative procedures, simplify administrative procedures and cut off unnecessary procedures for convenience of the people and enterprises; review procedures and processes, and amend them in necessary cases; ask competent authorities to announce supplement, amendment of replacement of administrative procedures according to regulations;
- Implement Code of Conduct in state agencies and public places: heads of the units must realize the regulation, and request the staffs to strictly follow it; check and handle complaints, denunciations and feedback of the people, and avoid prolonged cases;
- Pay more attention to processing administrative procedures at One Stop Shop and inter-disciplinary One Stop Shop sections of units, especially the procedures and processing time; pay special attention to the posture of civil servants; learn from experiences in processing administrative procedures.
City’s inspection mission, People’s Committees of districts, suburban districts and towns increase unscheduled examination, detect shortcomings and handle them promptly.
The Department of Home Affairs guides People’s Committees of districts, suburban districts and towns how to use stamps for Sections of Home Affairs, Sections of Justice and Sections of Health; acts as advisor to the city, and reports issues beyond its authority to the Municipal People’s Committee to create favorable conditions for People’s Committees of districts, suburban districts and towns when processing administrative procedures.
Based on result of administrative reform index in 2016, units take measures to handle shortcomings and promote their strength to enhance administrative reform in 2017 and next years.
People’s Committees of districts, suburban districts and towns conduct training in order to improve information technology skills of staffs, especially the ones at commune level.
