According to the plan, the Municipal People’s Committee requests more effort to handle shortcomings and severely punish violations or repeated violations in the field of advertisement; protect rights and obligations of organizations, individuals dealing with advertisement, and implement Law on Advertisement and relevant legal documents to promote advertisement activities; create transparent and public business environment, as well as favorable conditions for organizations and individuals in the field of advertisement, thus contributing to the social and economic development of Ha Noi; protect legitimate rights and benefits of people who watch advertisement.
The Department of Culture and Sports is assigned to guide implementation and popularization of legal regulations on advertisement, and conduct training on state management of advertisement; review, report and recommend issuance of policies, mechanism and laws on advertisement according to authority; guides the Sections of Culture and Information of districts, suburban districts and towns to check current billboards and signs, and suggest amendment, supplement of planning accordingly; implement outdoor advertisement planning to 2020, orientation to 2050 after the Municipal People’s Committee approves it; act as advisor to the Municipal People’s Committee in implementing advertisement planning, and organize bidding of land for advertisement according to the law; urge implementation of Directive 17/CT-TTg of the Prime Minister and plan of the Municipal People’s Committee, sum up the information and report to the Municipal People’s Committee.
Based on plan of the People’s Committee, city’s departments and agencies implement Directive 17/CT-TTg, proactively build plan on popularization, and conduct training sessions for officers. The People’s Committees of districts, suburban districts and towns organize meetings to popularize Directive of the Prime Minister and plan of the city.
Ha Noi Radio and Television, Hanoimoi Newspaper, Kinh Te & Do Thi Newspaper and press agencies are responsible for providing information about the implementation of the Directive and the plan.
