Sum up implementation of Directive 09-CT/TW of the Central Committee Communist Party’s Secretariat over the past five years (19:11 21/04/2017)
Accordingly, the plan focuses on following issues:
- Assess implementation of Directive 09-CT/TW (hereinafter referred to as Directive 09) of the Secretariat of the Central Committee of the Communist Party and Plan 58-KH/TU dated May 29, 2012 of the Municipal Party Committee (hereinafter referred to as Plan 58) on increasing leadership of the Party for “All people protect national security in the new context” movement over the past five years;
- Review and assess result, shortcomings, problems, reasons of the problems on the basis of seven missions and measures stipulated in Directive 09 and eight key missions in Plan 58, thus learning experiences; assess strength and weakness of the Party units, governments, units and localities which have effect on the movement; build and consolidate the political system at grassroots level, develop effective, modern models and apply them further, and promote self-management and self-defense models of people in the framework of “All people protect national security in the new context” movement;
- Assess the role of Party units and governments, as well as responsibility of city’s agencies, Fatherland Front Committee and political, social organizations in implementing Directive 09 and Plan 58; assess the role of the police at all levels when acting as advisor to the Party units and governments, and assess cooperation with Fatherland Front Committee, social and political organizations, city’s departments and agencies during implementation of Directive 09 and Plan 58; point out shortcomings and problems, and suggest measures as well as issues to enhance implementation of Directive 09 and Plan 58.
City’s agencies, departments, Fatherland Front Committee, political and social organizations and Party units under the Municipal Party Committee are requested not to organize conferences to summarize the implementation; according to their functions and missions in Directive 09 and Plan 58, they build report to summarize five years of implementing the Directive, and submit it to the Municipal Party Committee by May 15.
Party units of the districts and suburban districts do not organize meetings to sum up implementation of the Directive and Plan; instead, they direct Party units at grassroots level to prepare report on five years of implementing Directive 09 and Plan 58, and submit it to the Municipal Party Committee by May 15.
Party unit of the Police Department acts as advisor to the city, guides and urges units to realize the plan. The Section of Home Affairs under the Municipal Party Committee is responsible for cooperating with relevant units, preparing report to sum up implementation of Directive 09 over the past five years, and submiting to the Permanent members and Standing Commissions of the Municipal Party Committee by June 20.
The report focuses on the period from December 1, 2012 to December 1, 2016.
