Accordingly, all levels, agencies, sectors, units are tasked to focus on making specific, practical plans relating to directing, synchronously taking measures for natural disaster prevention to minimize consequences. Meanwhile, heads of agencies, units, Chair-people of People’s Committees of districts, towns are responsible for preventing natural disasters in localities.
After the conference, units will summarize, evaluate, draw experience lessons in preventing natural disaster, floods in 2016; overcome difficulties, shortcomings to minimize weakness; consolidate Steering Boards of Natural Disaster Prevention; make detailed, specific plans and measures on preventing natural disasters, floods in 2017; regularly monitor abnormal factors due to climate changes to timely check, review, supplement plans to ensure reality, feasibility; prepare enough human resource, materials, vehicles, conditions to implement solutions for natural disaster prevention in accordance with the “four-at-spot" motto.
In case natural disasters occur, units must quickly mobilize all forces, resources to take part in prevention and control; focus on leading, directing, assigning missions to every leader. Besides, in directing, leaders should closely follow forecasts and locations to effectively give solutions.
In addition, People’s Committees of districts, town will inspect dyke system in localities, especially dangerous areas, and give reports to the Municipal People’s Committee before May 10, 2017; make plans on evacuating people out of dangerous areas before storms, floods, natural disasters occur; reserve foods, medicines, varieties, commodities, essential materials; popularizing knowledge, experiences on preventing storms, floods to minimize natural disasters.
Districts, towns, wards, communes are responsible for taking prime responsibility, tightly cooperating with relevant sectors to prevent and effectively handle violation cases of dyke law.
