Motorbike and electric bicycle riders must wear helmets (05:46 09/02/2018)


HNP - The Ha Noi People’s Committee has recently issued Document No. 507/UBND-DT on implementing Directive  No.  04/CT-TTg dated January 19, 2018 of the Prime Minister on increasing effort to implement regulation on wearing helmets when riding motorbikes and electric bicycles.


As the standing agency of Ha Noi Traffic Safety Committee, the Department of Transport shall prepare plan according to instruction of the Prime Minister, focusing on implementation of the regulation on wearing helmets when riding motorbikes and electric bicycles. It shall conduct popularization and information work, and encourage people to wear helmets when riding bicycles.

The Department in cooperation with relevant units and sectors, People's Committees of districts, suburban districts and towns, Ha Noi Youth Union, Ha Noi Radio and Television, and newspapers of the city conduct information work, popularization and education of the Law on Transport widely and thoroughly, especially legal regulation on wearing helmets when riding motorbikes and electric bicycles, and consequences of riding motorbikes and electric bicycles without helmets. The popularization shall be implemented bin residential groups, residential areas, hamlets, villages and schools. Staffs, officials, civil servants and students who violate the law shall be punished.

The Police Department of Ha Noi shall direct Police Department of Road Traffic, Police Department of Railroad Traffic and authorities to continue examination, and severely punish enterprises that produce and trade the helmets which fail to meet national standards. Individuals and organizations that manufacture or distribute fake helmets shall be investigated and prosecuted. Control shall be tightened; violators who do not comply with the regulation on wearing helmets shall be punished severely, especially the ones who ride motorbikes or electric bicycles with kids.

The Department of Industry and Trade shall increase inspection, detect and promptly handle violations of the facilities and individuals that produce and trade substandard helmets according to the law.

The Department of Information and Communications shall proactively cooperate with relevant departments and agencies, People’s Committees of districts and towns, Ha Noi Youth Union, Ha Noi Radio and Television and newspapers of the city to increase popularization and education of the Law on Transport in general, the legal regulations on wearing helmets in particular, and consequences of riding motorbikes and electric bicycles without helmets. The agencies also highlight good people and good deeds in complying with the law, and criticize individuals and organizations that violate the traffic safety regulations.

The Department of Education and Training in cooperation with relevant agencies and sectors, People’s Committees of districts and towns shall take measures to urge people to follow regulation on wearing helmets, in particular wear helmets for children under six years old who are taken by motorbikes or electric bicycles; educate the students to wear helmets when riding motorbikes or electric bicycles; instruct schools to sign commitment between schools and students’ parents, requesting the parents to wear helmets for their children when they take the children to school by motorbikes or electric bicycles.


The Police Department of Transport, Inspectorate of Transport shall increase collaboration in receiving information and dealing with students who violate regulation on traffic safety and order.
