Strengthening the Capital’s economic development via implementing Viet Nam – Japan FTA (15:37 16/07/2017)
The Project aims at assessing Viet Nam part’s effects in implementing FTA between Viet Nam and Japan for the capital city’s economic development over the past time so as to propose measures and commendations to help businesses to take advantages and potentials as well as minimize challenges, contributing to developing the economy in the capital city for the 2017 – 2020 period.
To well implement the Project, the Department of Industry and Trade is responsible for advising and proposing the Municipal People’s Committee to deploy programs, plans and solutions in order to promote production, export with Japan; taking prime minister and cooperate with relevant units to set up mechanisms, policies to develop support industry with the Japanese partner; organizing conferences on training courses on ASEAN - Japan Closer Economic Partnership (AJCEP) and Viet Nam - Japan Free Trade Area (VJEPA), market information, trade barriers of the Japanese part for Vietnamese enterprises.
The Ha Noi Department of Industry and Trade will also advise and propose the Municipal People’s Committee to build, adjust preferential mechanisms, policies for Japanese investors who have large scale projects and use modern and environmentally friendly technology with the high added values; recommend the Ha Noi People’s Committee to deploy programs, plans and solutions to attract and effectively manage Japan’s direct investment capital resources in the capital city; propose administrative reform in accordance with functions, especially administrative procedures related to foreign investment toward transparency so as to create favorable conditions for Japanese enterprises; take prime responsibility for summing up and updating relevant information of planning, strategies and projects which call foreign direct investment (FDI) and administrative procedures relating to foreign direct investment on the portal of the Department of Investment and Planning.
In addition, the Ha Noi Customs Department and the Tax Department are in charge of implementing administrative reform in fields of customs and tax toward simplification, accuracy; creating favorable conditions for import - export businesses with the Japanese partner and Japanese - invested enterprises. Especially, the Ha Noi Customs Department will boost the implementation of online custom procedures on the VNACCS/VCIS system at Customs Sub-Department in localities. Meanwhile, the Tax Department will continue enhancing and improving the quality of tax declaration through internet and electronic tax payment; well operate concentrated tax management systems; effectively carry out the “one-stop-shop” mechanism.
Similarly, the Ha Noi Investment, Trade and Tourism Promotion Center will take prime responsibility and coordinate with Departments and sectors to strengthen communication, introduction of investment environment, policies, potentials and chances of Ha Noi; organize conferences and training courses on Japan’s market information, technical and commercial barriers for Ha Noi’s enterprises. Furthermore, along with relevant Departments, sectors, the Ha Noi Investment, Trade and Tourism Promotion is responsible for building and implementing the capital city’s programs of investment, trade promotion; organizing conferences to remove difficulties of enterprises.
