According to the request of the Municipal People’s Committee, the Department of Health shall guide implementation of the 2018 population and family planning program soon, thus fulfilling targets given by the Central and the city. The Authority of Plan and Investment and Department of Finance shall ask Municipal People’s Committee to balance fund and allocate expenses for the city’s population and family plans as well as projects approved by the Municipal People’s Committee, thus meeting the goals of Ha Noi.
The Department of Home Affairs shall cooperate with Department of Health to recruit staffs, implement policy for population officers of 30 districts, suburban districts and towns and 584 communes, wards and townships of Ha Noi, and maintain human resources for population and family planning according to Resolution No. 15/2016/NQ-HĐND of the Municipal People’s Council. The Department of Justice, Ha Noi Police Department and Office of Statistics shall increase management, finalize data of population periodically, and cooperate with each other for population management in Ha Noi.
Communications agencies shall cooperate with each other, report major activities in the field of population and family planning, and praise families, individuals and collectives that put the population policy into practice effectively.
As the standing agency in charge of implementing the plan, Department of Health shall sum up the information, assess activities in the field of population and family planning, and ensure the fulfillment of all targets, goals and budget estimates given by the Central and the city.
City’s departments and agencies which are members of the Municipal Steering Committee shall prepare their action plans for 2018, and collaborate with Department of Health to implement policies of the Party as well as regulations of the State, Department of Health, General Department of Population and Family Planning. They also maintain regulations on resources for population and family planning in Ha Noi, such as regulations on cost estimates, human resources, workforce and staff recruitment at all levels according to the law.
People’s Committees of districts, suburban districts and towns set targets and give assignment to communes, wards and townships, focusing on reducing fertility rate, reducing the birth of third child, implementing prenatal screening and neonatal screening, and using new contraception methods. They shall fulfill targets given by the city or even exceed these requirements. Budget for population affairs in districts and suburban districts must be maintained at least at the minimum level (VND 4,000 per person per year), along with expenses for collaborators and cost for plans and activities according to the city’s regulations.
