According to the report, Ha Noi authorities have increased management, enhanced popularization and education of law, and taken more effort to conduct inspection, examination and punish violations in the field of mining. For example, the authorities implemented inspection and detected 73 cases with 75 violators who illegally exploited sand in river bed, and captured 79 vessels involving the illegal sand exploitation. They also completed dossiers to apply administration punishment for 73 cases, fined VND 1.41 billion, confiscated one vessel, many supplies and 343 cubic meters of black sands. Furthermore, city’s authorities in cooperation with C67 of the Ha Noi Police Department and Police Departments of Phu Tho, Hung Yen and Vinh Phuc provinces detected 13 cases of violations, caught 19 people, and captured a total number of 14 vessels.
Most of the mining activities in Ha Noi focus on exploitation of stone and sand in river bed. Currently, the city has eight enterprises dealing with stone exploitation, and 10 others with sand exploitation. There are several reasons for the limited number, for example, the business is conditional; exploitation permits of some units are expired, and are not extended. Three out of eight stone exploitation enterprises are running their business; five others contemporarily suspend operation to complete procedures, or do not carry out exploitation activities.
According to the approved design, the three enterprises have total exploitation capacity of 1,250,000 cubic meters original stone per year, mainly in Quoc Oai suburban district. The enterprises strictly comply with state regulations on mining, and fulfill their obligations of tax payment, environment management and industrial explosive safety management. They also create jobs for hundreds of people.
Since 2012, construction, investment and market demand have been decreased; the companies have to compete with suppliers from other localities. As a result, the three businesses are affected. They can only maintain their operation at a perfunctory level, and cannot reach the designed capacity. All of them do not have long-term exploitation plan; therefore, they do not pay much attention to innovating the technology in construction projects or exploitation activities.
Sand exploitation is conducted mainly on alluvial flats of the Red River.
