Ease difficulties in applying science, technology to support, manage and connect passenger transport (21:31 19/04/2017)
Accordingly, Ha Noi strictly follows instruction and applies science, technology to support, manage and connect passenger transport under contract pursuant to instruction of the Prime Minister and Decision 24/QD-BGTVT dated January 7, 2016 of Minister of Transport. The city witnesses remarkable progress, contributes to satisfying people’s demand of transport and gradually improves service quality while saving costs.
However, during the pilot implementation, Ha Noi encounters problems in management, since the quantity of vehicles for passenger transport under contract exceeds the quantity demanded. The city is witnessing further increase of under-nine seat vehicles for passenger transport; however, they are not closely controlled. That affects considerably on the project on public passenger transport and traffic arrangement development, especially management and reduction of taxis as well as private vehicles.
In an effort to handle the problems, the Municipal People’s Committee assigns Department of Transport to prepare draft document, and suggest following issues to the Ministry of Transport by April 10. Accordingly, Ha Noi asks the Ministry to promptly finalize draft of decree to replace Decree 86/2014/ND-CP dated September 10, 2014; amend Decision 24/QD-BGTVT dated January 7, 2016, in particular to stop extension of the project, receive no more unit or vehicle to join the process according to Decision 24/QD-BGTVT dated January 7, 2016 of Ministry of Transport.
Furthermore, Ha Noi suggests that all vehicles running under the pilot project should have logo and signal; they must be registered at the Department of Transport and Police Department for supervision. Time to pilot science, technology application should be within 2017 only; the pilot process according to Decision 24/QD-BGTVT dated January 7, 2016 of Ministry of Transport will be assessed. The Ministry should consider method to manage all application and software that units manage and use during the pilot implementation; the application and software must be connected with GPS tracking devices on the vehicles.
