Accordingly, the plan gives five targets as following: authorities take professional measures in key areas to prevent, detect and fight human trafficking; all information about human trafficking crimes sent to competent authorities is classified and handled, and suspected cases verified according to the law; prosecution and investigation rate increases by at least 2%; 95% of human trafficking cases processed by the Procuracy are prosecuted; 95% of human trafficking cases processed by the Court are judged.
There are six key routes of human trafficking, including three routes from Ha Noi to border provinces (Ha Noi - Quang Ninh, Ha Noi - Lang Son, Ha Noi - Lao Cai), two railway routes (Ha Noi - Lang Son, Ha Noi - Lao Cai), and one air route from Noi Bai International Airport. There are 13 hotspots of human trafficking crime, including Ba Dinh, Hoan Kiem, Hoang Mai, Long Bien, Tu Liem, Gia Lam, Soc Son, Dong Anh, Ba Vi, Son Tay, Thach That, Chuong My and Phuc Tho.
The fight against human trafficking aims at following objects: objects in gangs; criminals and people involving in human trafficking, or suspected of human trafficking; objects having criminal record, or suspected of conducting human trafficking in Viet Nam or across the borders; foreigners in Viet Nam, or Vietnamese abroad who pretend to travel or visit relatives to traffic people.
Expense for the project is mobilized from central and local budget, other sources according to regulations of the Law on State Budget, international assistance and other legislative sources according to the law. It is managed, used and paid according to Law on State Budget.
