The Municipal People’s Committee received Announcement 321/TB-VPCP dated July 21, 2017 of the Government’s Office on the conclusion of Deputy Prime Minister Vu Duc Dam at the meeting of Central Inter-disciplinary Steering Committee for Food Safety and Hygiene. Accordingly, Ministry of Health shall cooperate with relevant ministries and agencies, prepare paper on assigning ministries and sectors to realize Decree 43/2017/QH14 dated June 21, 2017 of the National Assembly on enhancing implementation of polices and laws on food safety in the 2016-2020 period, and submit it to the Government within July; cooperate with Ministry of Home Affairs and Government’s Office to prepare document on assigning food safety officers in communes, and submit it to the Government within July; cooperate with Ministry of Agriculture and Rural Development, Ministry of Industry and Trade to develop question-and-answer service on food safety, and issue documents to arrange quick food safety testing equipments in markets and commercial centers.
Ministries proactively allocate fund for state management of food safety as instructed by the National Assembly; the fund is mobilized from administrative fines on violations of food safety. In necessary cases, Ministry of Health suggests payment in advance, which is mobilized from expenses for Target program on health and population.
Regarding the recognition of meeting food safety requirements specified in the supplemented, amended draft of Decree 38/2012/ND-CP, Ministry of Health collects feedback of ministries and agencies to complete the draft, detail the recognition process, minimize the instruction of ministries, simplify the procedure and reduce time to process it.
Ministries of Agriculture and Rural Development in cooperation with People’s Committees of Ha Noi and Ho Chi Minh City suggest specialized mechanism for the cities to manage slaughterhouses.
The Government’s Office, Ministry of Health, Ministries of Agriculture and Rural Development, Ministry of Industry and Trade finalize plan to improve performance of the Central Inter-disciplinary Steering Committee for Food Safety and Hygiene, in particular its working style.
In response to the document, the Municipal People’s Committee assigns Department of Health to perform the tasks according to regulations, and act as advisor to the Municipal People’s Committee.
