The event was co-chaired by Hoang Trung Hai, Politburo member, Secretary of the Party Committee and Head of the National Assembly (NA) deputy delegation of Hanoi, and Hoang Thi Thuy Lan, member of the Party Central Committee (PCC), Secretary of the Party Committee, Head of the NA deputy delegation of Vinh Phuc Province.
In attendance, from Hanoi side, were Ngo Thi Thanh Hang, PCC member Permanent Deputy Secretary of the Municipal Party Committee; Nguyen Duc Chung, PCC member, Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal People’s Committee; Dao Duc Toan, Deputy Secretary of the Municipal Party Committee.
Among Vinh Phuc’s leaders attending the conference were Tran Van Vinh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Nguyen Van Tri, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee.
Addressing the conference, Secretary of the Provincial Party Committee Hoang Thi Thuy Lan appreciated the cooperation between Hanoi and Vinh Phuc.
She expressed her belief that the conference would open more opportunities for both sides, thus helping the two localities successfully implement resolutions of all-level Party Congresses for the tenure of 2015-2020 as well as Resolution of the 12th National Party Congress.

Later, on behalf of leaders of Hanoi and Vinh Phuc, giving a report on cooperation outcomes over the past years, Permanent Vice Chairman of the Hanoi People’s Committee Nguyen Van Suu said that the two localities have rolled out cooperative contents in fields of building the Party and political system, and socio-economic development, making great contributions to their general development.
Particularly, Hanoi and Vinh Phuc has enhanced the cooperation in planning work while jointly adjusting the Capital’s development plan by 2030 and the vision to 2050, elaborating urban plans and technical infrastructure projects in adjacent areas to bring into full play investments.
In terms of industrial development and investment attraction, Vinh Phuc has positively strengthened administrative reform to create optimal conditions for Hanoi enterprises to invest in the province. Meanwhile, the city’s firms have supported Vinh Phuc enterprises in high technology transfer in farm produce processing and product design.

Additionally, the two localities have deployed a wide range of cooperation programs in various fields, such as tourism, services, transport, agriculture, health care, education and science and technology, among others.
Especially, both sides have consolidated the cooperation in maintaining security, order and social welfare.
Basing on comprehensively reviewing achievements as well as shortcomings and weaknesses, leaders of the two localities agreed that the cooperation between them has been still not commensurate with their potentials and advantages.
They also outlined 13 cooperative contents in fields of building the Party and political system, and socio-economic development.

Speaking at the conference, Chairman of the Vinh Phuc Province People’s Committee Nguyen Van Tri applauded the successful cooperation between the two localities that make significant contribution to the province’s current development.
He suggested that Hanoi and Vinh Phuc should boost stronger ties in traffic infrastructure development, industry, agriculture, vocational training, food safety and hygiene, tourism, social security and order, and legal natural resource exploitation.

According to Chairman of the Hanoi People’s Committee Nguyen Duc Chung, the two localities will carry out several tasks which included joining in an investment promotion conference in Hanoi; intensifying cultural exchanges; training high qualification athletes; opening bus routes connecting Hanoi to Vinh Phuc Province’s Vinh Yen and Phuc Yen cities; establishing working teams to identify boundary points between the two localities; tightening the ties in combatting crimes, especially in environment and illegal sand and gravel exploitation.
Chairman Chung also committed to assisting Vinh Phuc in training communal leaders, building e-government, and providing online public services, among others.

Making conclusion at the conference, Secretary of the Hanoi Party Committee Hoang Trung Hai congratulated Vinh Phuc on its achievements over the past year.
According to him, apart from the outcomes, the cooperation between Hanoi and Vinh Phuc has been still disproportional with their potentials and advantages.
He also stressed the conference’s importance in setting up cooperative contents between the two localities in the coming time.
Hanoi and Vinh Phuc need to reinforce the coordination in fields of planning, social security and order, he noted, and believing that both sides would early roll out the above-mentioned tasks, contributing to comprehensive development of each.
On the occasion, Hanoi presented financial support worth VND3 billion to Vinh Phuc to fulfill its social welfare tasks.
