The event was co-chaired by Nguyen Thi Bich Ngoc, Deputy Secretary of the Municipal Party Committee, Chairwoman of the Municipal People’s Council, and Lai Xuan Mon, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly deputy delegation of Cao Bang.
In attendance, from Hanoi side, were Head of the Municipal Party Committee’s Commission for Education and Communication Nguyen Van Phong; Permanent Vice Chairman of the Municipal People’s Council Nguyen Ngoc Tuan; Vice Chairman of the Municipal People’s Committee Nguyen Doan Toan; Vice Head of the National Assembly deputy delegation of Hanoi Bui Huyen Mai, and heads of the city’s entities.
Among Cao Bang’s leaders attending the event were Permanent Deputy Secretary of the Provincial Party Committee Trieu Dinh Le; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council Dam Van Eng; Vice Chairman of the Provincial People’s Committee Nguyen Bich Ngoc, and heads of the province’s departments and sectors.
Assessing the outcomes of the cooperation between Hanoi and Cao Bang over the past years, Deputy Director of the Hanoi Department of Planning and Investment Vu Duy Tuan said that the two localities have gained remarkable achievements, contributing to promoting socio-economic development, and ensuring national security and defense in each locality.
Hanoi and Cao Bang have tightened the cooperation in investment promotion, trade, tourism, health, and education, among others.
Notably, with the spirit “Hanoi for the whole country, the whole country for Hanoi”, Hanoi has offered financial support to Cao Bang in building several works, such as the Memorial House for President Ho Chi Minh at the Pac Bo historical site and Tan Giang Primary School.

At the working session, leaders of Hanoi and Cao Bang agreed that the two localities will intensify exchange and cooperation in building the Party, renewing the leadership, improving Party organizations’ combativity with the focus on sharing experiences in the communication work to create the consensus among officials, Party members and people.
Both sides will also boost stronger ties in building strong and transparent local governments, Fatherland Front, social and political organizations while sharing experiences in training officials in charge of e-government and smart city.
Regarding socio-economic development, Hanoi and Cao Bang will reinforce the coordination in investment and business promotion, tourism, education, environment, agriculture, national defense and security, and social welfare.
Addressing the event, Deputy Secretary of the Municipal Party Committee, Chairwoman of the Municipal People’s Council Nguyen Thi Bich Ngoc lauded effort of the Party organization and people of Cao Bang in socio-economic development, especially in ensuring border security, thus cementing the trust among officials and people in the country, including Hanoi.
She assigned the Department of Planning and Investment to review Announcement No. 64/TB-UBND dated March 22, 2012 of the Municipal Party Committee on several cooperative contents between Hanoi and Cao Bang for the period of 2012-2015 so as to propose concrete tasks in the coming time.
Expressing his thanks to the Hanoi authorities for their attention to Cao Bang Province, Secretary of the Provincial Party Committee Lai Xuan Mon affirmed that the province will boost the cooperation with Hanoi to take its advantage and opportunities, making contribution to sustainable development.
