Provinces and cities urged to promote spirit of creativity, dare to do, dare to take responsibility (16:59 25/04/2019)


HNP - The 13th National Party Congress’s Sub-Committee on Socio-Economic Affairs had a working session with Hanoi and 12 other provinces and cities on April 23. The session was chaired by Nguyen Xuan Phuc, Politburo member, Prime Minister and Head of the Sub-Committee.

The event saw the attendance of Politburo member, Permanent Vice Chairwoman of the National Assembly Tong Thi Phong; Politburo member, Permanent Deputy PM Truong Hoa Binh; member of the Party Central Committee (PCC), Deputy PM Vu Duc Dam; and leaders of 12 localities.


Among Hanoi leaders attending the session were Hoang Trung Hai, Politburo member, Secretary of the Municipal Party Committee, Head of the National Assembly deputy delegation of Hanoi; Nguyen Duc Chung, PCC member, Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal People’s Committee.

In his opening speech, PM Nguyen Xuan Phuc requested participants to focus on outstanding achievements, existing problems, weaknesses, causes and experiences in socio-economic development in localities  over the past years.


He also urged them to make recommendations on orientation, missions and breakthroughs for socio-economic development of localities, the region and the country to 2025, 2030 with a vision to 2045.


For Hanoi alone, the PM asked the city to explain on the promotion of the capital’s role in urban development and regional connection.


At the session, on behalf of the city leaders, Chairman of the Hanoi People’s Committee Nguyen Duc Chung gave a report on implementing the Viet Nam Socio-Economic Development Strategy for the period of 2011-2020.


Accordingly, the city has made effort to better serve people and businesses while completing market economy institutions and strengthening divestment.


Thus, the city has gained positive and comprehensive achievements. The GRDP average in the period of 2011-2015 increased by 7.34%, over 1.5 times higher than the national average growth rate. In the next three years (2016-2018, GRDP maintained the growth rate of 8.47% and it is expected to post an increase of 8.54% for the period of 2016-2020. Hanoi contributed 16.63% to the national GDP, and 17.19% to the state budget.

Regarding 13 major targets set at the 16th Municipal Party Committee’s session, so far, Hanoi has fulfilled three of them, and strived to complete the rest in 2019 and 2020.

The city leader also pointed out a number of limitations, difficulties and causes as well as orientation, missions and solutions for socio-economic development in the period of 2021-2030, with a vision to 2045 and a five-year socio-economic development plan 2021-2025 while proposing some issues to the Prime Minister, such as approval of a pilot project of urban government model for Hanoi, speeding up large projects for socio-economic development in the city, namely, Hoa Lac Hi-Tech Park; Hoa Lac –based National University, among others.

 

Making conclusion at the session, PM Nguyen Xuan Phuc lauded remarkable achievements that the localities have gained in implementing the socio-economic strategy.


He, however, pointed out bottlenecks in these localities regarding development planning, and problems in apparatus organization.


The PM also appreciated participants’ feedback on policies on attracting talents, developing human resources, and urged ministries to soon propose measures to remove bottlenecks in  the provinces and cities.


“Each locality needs to strengthen administrative reform, renew working style and promote inspirit of creativity, dare to do, dare to take responsibility”, he stressed.
