International integration as an important driving force for economic growth (14:51 24/04/2019)


HNP - The National Steering committee for International Integration on April 23 held a national online conference to review its performance in five years (2014-2019) under the theme “Strengthening international integration in a proactive, creative and effective manner for rapid and sustainable development”. The conference was also co-chaired by Politburo members: Permanent Deputy PM Truong Hoa Binh,  Deputy PM Vuong Dinh Hue, Deputy PM and Minister of Foreign Affairs Pham Binh Minh, and member of the Party Central Committee (PCC), Deputy PM Vu Duc Dam.


Among Hanoi leaders attending the event were Politburo member, Secretary of the Municipal Party Committee Hoang Trung Hai; PCC member, Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal People’s Committee Nguyen Duc Chung, and heads of the city’s departments and sectors.


In his opening speech, PM Nguyen Xuan Phuc requested the conference to focus on outcomes of implementing the Party’s guidelines and policies on international integration; opportunities, challenges of international integration in the coming time, especially in the fourth industrial revolution; and targets, strategic orientation, concrete missions and measures in an effort to promote the international integration work.

 

Improving the country’s status in international arena

According to a report of the National Steering Committee for International Integration, carrying out Resolution No. 22-NQ/TW dated April 10, 2013 of the Politburo on international integration, the international integration work has been conducted comprehensively and effectively in all fields.

Over the past five years, the work has gained remarkable achievements, contributing to keeping peace, stability and creating favorable environment to attract more resources for the country’s construction, development and defense.

Vietnam has established and expanded its relations and elevated its partnerships with important partners while improving its position and capacity of national security – defense. International integration has contributed to attract external resources for national development. As of the end of 2018, trade turnover fetched US$480 billion, and FDI attraction hit nearly US$ 35.5 billion.

Beside, Vietnam has actively promoted the role of multilateral foreign policy; enhanced integration in politics, security and national defense in international forums and organizations, affirming its important role in regional and international forums including Mekong, ASEAN, ASEM, APEC, UN, IPU, G20, WEF, among others.

Regarding international economic integration, over the past five years, Vietnam has concluded negotiations and signed free trade agreements (FTAs) with Korea, Eurasian Economic Union, and Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), significantly contributing to economic development, trade and investment.

 

Hanoi actively strengthens international integration 

Making a speech at the conference, Chairman of the Hanoi People’s Committee Nguyen Duc Chung said that in implementing policies of the Party and the State on international integration, the city has concretized programs and plans while strengthening the dissemination via conferences, training courses and international channel in an effort to promote the images of Hanoi.

Moreover, Hanoi has strengthened integration in politics, security and national defense; actively participated in many events and forums to enhance economic development, investment, trade and tourism promotion.


From 2016 to 2018, the city hosted receptions for more than 660 international delegations, and intensified exchange and cooperation with more than 100 cities.


In 2018, Hanoi attracted US$7.5 billion worth of FDI, becoming the leading city in FDI attraction. In three years (2016-2018) and the first quarter of 2019, the city attracted nearly US$18.3 billion, more than 2.9 times higher than the figure in the period of 2011-2015; export turnover posted an increase of 21.6%, helping export turnover in three years (2016-2018) increase by 11.65%.


Notably, Hanoi has promoted tourism, strongly improved business and investment environment, and supported local businesses.


Chairman Chung also shared five measures which Hanoi will focus on implementing in the coming time to enhance international integration.


They include strengthening administrative reform, information technology (IT) application; improving business and investment environment, the building of innovation startup ecosystem; developing Hanoi into a center providing high quality services in the country and the region; boosting cooperation in research, application and transfer of scientific and technological achievements; and promoting foreign affairs in combination with investment promotion.

 

Integration continues to be a policy of the Party and State


Making conclusion at the conference, PM Nguyen Xuan Phuc highlighted four outstanding achievements that Vietnam has recorded in international integration over the past five years, namely consolidating the peaceful environment, preserving national independence and sovereignty, international integration has become a driver for economic growth and lastly, the understanding of international integration of the whole political system has deepened.

 

He affirmed that international integration is a right policy of the Party and State.

However, the PM pointed out existing problems and shortcomings in fulfilling the task, and requested the National Steering Committee, all levels and sectors to grasp the situation and outline proper measures.


PM Phuc also urged the entre political system, all levels and sectors to make more effort to enhance international integration.
